Meeting No. 85

Wednesday, December 2, 1998

The Standing Committee on Foreign Affairs and International Trade met at 3:38 p.m. this day, in Room 209, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, John Cannis, Maud Debien, Bill Graham, Bob Mills, Charlie Penson, Jerry Pickard, Julian Reed, Benoît Sauvageau, Bob Speller, Daniel Turp.

Acting Members present: Inky Mark for Darrel Stinson; Sarmite Bulte for Sheila Finestone.

Associate Member present: Bill Blaikie.

In attendance: From the Library of Parliament: Gerald Schmitz, James Lee, Daniel Dupras and Peter Berg, Research Officers.

Appearing: From the Department of Foreign Affairs and International Trade: The Hon. Sergio Marchi, Minister for International Trade.

Witnesses: From the Department of Foreign Affairs and International Trade: Robert G. Wright, Deputy Minister for International Trade; Jonathan Fried, Assistant Deputy Minister for Trade and Economic Policy.

Pursuant to Standing Order 108(2), the Committee proceeded to examine Canada's trade objectives and the forthcoming agenda of the World Trade Organization (WTO).

Hon. Sergio Marchi made an opening statement and, with Jonathan Fried, answered questions.

At 5:17 o'clock p.m., the sitting was suspended.

At 5:25 o'clock p.m., the sitting was resumed in camera.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of Canada's policy on nuclear non-proliferation, arms control and disarmament. (See Minutes of Proceedings of February 3, 1998, Meeting No. 22.)

The Committee resumed consideration of a draft report.

It was moved, --That pursuant to Standing Order 108(1), the Committee authorizes the printing of the dissenting opinion of the Reform Party as an appendix to this report immediately after the signature of the Chair; that the dissenting opinion be limited to not more than three pages; and that the dissenting opinion be delivered to the Clerk no later than 12:00 noon on Thursday, December 3, 1998.

It was moved, --That the motion be amended by replacing the words "three pages" with "five pages".

And the motion being put on the amendment, it was negatived.

It was moved, --That the motion be amended by replacing the words "three pages" with "two pages".

And the question being put on the amendment, it was agreed to.

And the question being put on the motion, it was agreed to, as amended.

At 6:00 p.m., the Committee adjourned to the call of the Chair.
