MINUTES OF PROCEEDINGS

Meeting No. 48

THURSDAY, APRIL 30, 1998

The Standing Committee on Foreign Affairs and International Trade met in camera at 10:15 o’clock a.m., this day, in Room 308 of the West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Raymonde Folco, Bill Graham, Ted McWhinney, Bob Mills, Benoît Sauvageau, Daniel Turp.

Acting Member present: Denis Coderre for Raymonde Folco.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and James Lee, Research Officers.

The Committee proceeded to examine its future business.

It was moved, --That the Committee undertake a study of Canadian foreign policy in the southern fringes of the former Soviet Union.

After debate, the question being put on the motion, it was agreed to.

It was moved, --That the Committee examine the application of human rights objectives to Canadian foreign policy on trade, aid and investment.

After debate, the question being put on the motion, it was defeated.

The Chair presented the recommendations of the Sub-Committee on Agenda and Procedure made earlier this day which are as follows:

It was agreed, --That the Committee meet Dr. Faisal Husseini, Minister of Palestine for Jerusalem on Tuesday, May 12, 1998.

It was agreed, --That the Committee meet the President of Bulgaria on Tuesday, May 12, 1998.

It was agreed, --That the Committee convene a meeting regarding the creation of an International Criminal Court, and that the following witnesses be invited: Canadian Network for an International Criminal Court, William Shabbas, a representative of the Department of Justice and/or the Department of Foreign Affairs and International Trade; and that further, the Standing Committee on Justice and Human Rights be invited to participate in a joint session.

Ordered, --That the Research Officers of the Committee prepare a background document in preparation for the meeting regarding the creation of an International Criminal Court.

It was agreed, --That the Committee meet with The North-South Institute to discuss the Institute's annual publication, The Canadian Development Report.

It was agreed, --That the Committee meet with Jacques Delors on Wednesday,

May 27, 1998.

It was agreed, --That the Committee approve a budget for the Committee for the period of April 1 to June 30, 1998 in the amount of $44,335.00.

It was agreed, --That the Chair send the response to the letter from the Minister of Veteran’s Affairs regarding Canadian veterans of World War II in the Far East, to the Chair of the Standing Committee on National Defence and Veterans’ Affairs.

It was agreed, --That in its relation to its examination of Canada’s policy on nuclear non-proliferation, arms control and disarmament, the Committee invite to appear before it before the end of June, 1998: General Lee Butler (ret.) and representatives from Europe; and further that a draft report be prepared for the Committee’s consideration following the summer recess.

It was agreed, --That the Committee convene a roundtable follow-up meeting regarding the Government responses to the Committee’s reports on the MAI and child labour following the summer recess.

It was agreed, --That the Committee convene a roundtable follow-up meeting regarding the Government response to the Committee’s report on circumpolar affairs before the end of June.

After debate, the recommendations of the Sub-Committee on Agenda and Procedure were concurred in.

It was moved, --That the resolution adopted by the Committee on December 11, 1997, regarding compensation for Canadian prisoners of World War II in the Far East be adopted as the Fifth Report of the Committee, that the Chair be authorized to present the report to the House and that, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to this report.

After debate, the question being put on the motion, its was agreed to.

It was agreed, --That the Committee convene a hearing on the situation in Sudan.

It was agreed, --That the Committee pursue a further hearing on the situation in Algeria.

At 11:00 o’clock a.m., the Committee adjourned to the call of the Chair.
