MINUTES OF PROCEEDINGS

Meeting No. 44

THURSDAY, APRIL 2nd, 1998

The Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veterans Affairs met jointly at 4:38 o’clock p.m., this day, in Room 237-C of the Centre Block, the Chairs, Bill Graham and Robert Bertrand presiding.

Members of the Committee present: Maud Debien, Gurmant Grewal, Ted McWhinney Denis Paradis, Julian Reed.

Acting Members: Marlene Jennings for Jean Augustine; Peter Adams for Colleen Beaumier; Rose-Marie Ur for John Cannis; Lynn Myers for Denis Paradis; and Jim Hart for Bob Mills.

Members of the Standing Committee on National Defence and Veterans Affairs present: Robert Bertrand, Hec Clouthier, Art Hanger, John O’Reilly, David Price, George Proud, John Richardson.

Acting Members: Ghislain Fournier for Pierrette Venne; Ted McWhinney for Bob Wood.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Michel Rossignol and Wolfgang Koerner, Research Officers. From Committees and Legislative Services : Eugene Morawski, Committee Clerk.

Appearing: Hon. Lloyd Axworthy, Minister of Foreign Affairs; Hon. Art Eggleton, Minister of National Defence.

Witness: From the Department of National Defence : Lieutenant General R.R. Crabbe, Deputy Chief of Defence Staff.

In accordance with its mandate under Standing Order 108(2), the Committees convened a briefing session on possible Canadian participation in a peacekeeping force in the Central African Republic.

The Honourable Lloyd Axworthy and the Honourable Art Eggleton each made an opening statement, and with Lieutenant General Crabbe, answered questions.

George Proud moved, ―That whereas the international community recognizes the importance of stability in the Central African Republic;

Whereas the United Nations Security Council has adopted a resolution establishing a United Nations Mission in the Central African Republic (MINURCA) to contribute to the stability of the Central African Republic; and

Whereas the Government of Canada has been asked to contribute to this operation,

the Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veterans Affairs recommend that the Government of Canada agree to contribute a maximum of 50 Canadian communications personnel, consistent with the United Nations mandate, to this operation.

After debate, the question being put on the motion, it was agreed to.

At 5:46 o’clock p.m., the Committee adjourned to the call of the Chair.
