MINUTES OF PROCEEDINGS

Meeting No. 22

TUESDAY, FEBRUARY 3rd, 1998

 

The Standing Committee on Foreign Affairs and International Trade met in camera at 9:15 o’clock a.m., this day, in room 308 of the West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Scott Brison, John Cannis, Maud Debien, Bill Graham, Gurmant Grewal, Ted McWhinney, Bob Mills, Denis Paradis, Julian Reed, Benoît Sauvageau, Bob Speller, Daniel Turp.

Acting Member present: Raymonde Folco for Réginald Bélair; André Bachand for Scott Brison.

In attendance: From the Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Mark Moher, Canadian Ambassador for Disarmament to the United Nations.

Pursuant to Standing Order 108(2), the Committee commenced its study of Canada’s policy on nuclear non-proliferation, arms control and disarmament.

Mark Moher made an opening statement and answered questions.

At 10:17 o’clock a.m., the Committee proceeded to discuss its future business.

It was agreed, --That in relation to the Committee’s study, pursuant to Standing Order 108(2), of Canada’s policy on nuclear non-proliferation, arms control and disarmament, twelve (12) Members of the Committee (six (6) Government and six (6) Opposition) and three (3) staff of the Committee travel to Washington D.C. and New York from March 10 to 13, 1998 and a budget in the amount of $56, 260.25 be approved for this travel.

It was agreed, --That the Committee meet with Wei Jingshen on Thursday, February 12, 1998 to discuss human rights in China.

It was agreed, --That the Committee meet Enrique V. Iglesias, President of the Inter-American Development Bank on Monday, February 16, 1998.

It was agreed, --That the Committee meet with Bernard Giroux, Order-in-Council appointee as Ambassador to Myanmar, during his scheduled visit to Ottawa in March on a date beyond the time period as provided for in Standing Orders 110 and 111.

At 10:30 o’clock a.m., the Committee resumed its consideration of Canada’s policy on nuclear non-proliferation, arms control and disarmament.

Mark Moher continued to answer questions.

At 11:30 o’clock a.m., the Committee adjourned to the call of the Chair.
