MINUTES OF PROCEEDINGS

Meeting No. 20

TUESDAY, DECEMBER 9, 1997

 

The Standing Committee on Foreign Affairs and International Trade met in camera at 10:16 o’clock a.m., this day, in Room 701, La Promenade Building, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Réginald Bélair, Maud Debien, Bill Graham, Gurmant Grewal, Ted McWhinney, Bob Mills, Julian Reed, Svend Robinson, Benoît Sauvageau, Bob Speller, Daniel Turp.

Acting Members present: Raymonde Folco for Colleen Beaumier; Byron Wilfert for Denis Paradis; Ivan Grose for John Cannis; André Bachand for Scott Brison.

In attendance: From Committees and Legislative Services: Richard Rumas, Committee Clerk. From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers. From Proteim Inc.: Christopher Maule.

Pursuant to Standing Order 108, the Committee proceeded to consider the Report on the Multilateral Agreement on Investment of the Sub-Committee on International Trade, Trade Disputes and Investment.

It was agreed, --That the Committee authorize the printing of the dissenting opinions of the Reform Party and the New Democratic Party as appendices to this report immediately after the signature of the Chair.

It was agreed, --That the dissenting opinions be limited to no more than three (3) pages.

It was agreed, --That the Committee print, in a bilingual format, 1000 copies of the report.

At 11:05 o’clock a.m., the sitting was suspended.

At 11:12 o’clock a.m., the sitting was resumed.

The Committee resumed consideration of the Report of the Sub-Committee on International Trade, Trade Disputes and Investment on the Multilateral Agreement on Investment.

Svend Robinson moved an amendment to the recommendations.

After debate, it was negatived on recorded division.

Bob Speller moved an amendment to the recommendations.

After debate, it was agreed to by a show of hands.

Bob Speller moved, --That the Report, as amended, be adopted as the Third Report of the Committee and that the Chair of the Sub-Committee be authorized to present it to the House.

After debate, it was agreed to on recorded division.

It was agreed, --That pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to this report.

At 11:25 o’clock a.m., the Committee adjourned to the call of the Chair.
