Wednesday, March 31, 1999

The Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veterans Affairs met jointly in a televised session at 11:03 a.m. this day, in Room 253-D, Centre Block, the Chairs, Bill Graham and Pat O'Brien, presiding.

Members of the Committee present: Sarkis Assadourian, André Bachand, Colleen BeaumierMaud Debien, Bill Graham, Bernard Patry, Jerry Pickard, Julian Reed, Svend Robinson, Benoît Sauvageau, Darrel Stinson, Daniel Turp.

Acting Member present: Ian Murray for Jean Augustine.

Members of the Standing Committee on National Defence and Veterans Affairs present: Robert Bertrand, Gordon Earle, Art Hanger, René Laurin, Pat O'Brien, John O'Reilly, David Pratt, David Price and John Richardson.

Acting Member present: Janko Peric for Judi Longfield.

Witnesses: From the Department of Foreign Affairs and International Trade: Paul Heinbecker, Assistant Deputy Minister, Global and Security Policy; Jim Wright, Director General for Central East and South Europe. From the Department of National Defence: Gen Maurice Baril, Chief of the Defence Staff; Lt-Gen Raymond R. Henault, Deputy Chief of the Defence Staff (DCDS). From the Canadian International Development Agency: Carolyn McAskie, Vice-President, Multilateral Branch; Hélène Comeau, Program Manager, Central and Eastern Europe Programme.

Pursuant to Standing Order 108(2), the Committee convened a briefing session on the situation in Kosovo.

The Honourable Lloyd Axworthy, the Honorouble Art Eggleton, and the Honourable Diane Marleau each made an opening statement and, with Carolyn McAskie and Gen. Maurice Baril, answered questions.

At 1:10 p.m., the Committee adjourned to the call of the Chair.
