Meeting No. 102

Thursday, March 18, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:40 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, John Cannis, Maud Debien, Honourable Sheila Finestone, Bill Graham, Bernard Patry, Charlie Penson, Jerry Pickard, Julian Reed, Bob Speller, Daniel Turp.

Acting Member present: Stéphan Tremblay for Benoît Sauvageau.

Associate Members present: Bill Blaikie, Sarmite Bulte.

In attendance: From the Library of Parliament: Daniel Dupras; James Lee; Gerald Schmitz; Chris Maule and Roy Hines, Consultants.

Witnesses: From the Canadian Centre for Policy Alternatives: Bruce Campbell, Executive Director. From the Canadian Council for International Co-operation: Betty Plewes, President-CEO. From the Human Rights Research and Education Centre: Errol Mendes, Director. From the North-South Institute: Ann Weston, Vice-President.

By unanimous consent, the Committee proceeded to future business.

It was agreed, --That a travel budget of $180,000.00 be approved and that a request be made to the Budget Sub-Committee of the Liaison Committee in order to get the funds and that a request be made to the House Leaders to get the authorization from the House to travel as follow:

That, Group "A'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Subcommittee on International Trade, Trade Disputes and Investment, be authorized to travel to Winnipeg, Toronto, London and Windsor from April 25 to 30, 1999, and Group "B'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Subcommittee on International Trade, Trade Disputes and Investment, be authorized to travel to Vancouver, Edmonton, Calgary and Saskatoon from April 25 to 30, 1999, in order to hold public hearings in relation to its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization, and examination of Canada's priority interests in the FTAA process, and that the necessary staff do accompany the Committee.

Pursuant to Standing Order 108(2), the Committee continued its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization (WTO). (See the Minutes of Proceedings of October 22, 1998, Meeting no. 73.)

Betty Plewes, Bruce Campbell, Ann Weston and Errol Mendes, each made an opening statement and answered questions.

At 11:55 a.m., by unanimous consent, the Committee proceeded to future business.

Daniel Turp gave notice of a motion proposing to request the presence of the Minister of Foreign Affairs for the purpose of discussing the issue of Canada-Cuba relations.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
