MINUTES OF PROCEEDINGS

(Meeting No. 27)

 

THURSDAY, MARCH 19, 1998

The Standing Committee on Agriculture and Agri-food met in camera at 9:08 a.m., this day, in Room 269, West Block, Joe McGuire, presiding.

Members of the Committee present: Paul Bonwick, Gerry Byrne, Murray Calder, Denis Coderre, John Harvard, Larry McCormick , Joe McGuire and Rose-Marie Ur.

Acting Members present: Hélène Alarie for Jean-Guy Chrétien. Paul Crête for Odina Desrochers.

In attendance: From the Parliamentary Research Branch: Sonya Dakers, Research Coordinator and Jean-Denis Fréchette, Economist.

Witnesses: From the Canadian Inspection Agency: André Gravel, Acting Vice-President, Programs; Brian Evans, Director, Animal Health; Yvon Bertrand, Director General, Quebec Region; Gilles Rivard, Veterinary Coordinator, Exotic Indigenous Disease. From the "Fédération des producteurs d’agneaux et de moutons du Québec": Desneiges Pépin, President and John Speed, First Vice-President. As Individuals: Georges Parent, Sheep Farmer; Giovanny Lebel, Sheep Farmer, Jacquelin Moffet, President, «Association des éleveurs de moutons de race pure» and Régent Raymond, Sheep Farmer.

Pursuant to Standing Order 108(2), the Committee proceeded to examine the Mad Cow Equivalent in Sheep (SCRAPIE) in Quebec.

The Chair presented the Second Report of the Sub-Committee on Agenda and Procedure, which is as follows:

Your Sub-Committee met on Thursday, March 12, 1998, to consider the future business of the Committee and has agreed to make the following recommendations:

1. On motion of Denis Coderre, seconded by Jean-Guy Chrétien, It was agreed, -- That the Committee seeks the appropriate authorizations and budget in order to travel to Saskatoon and Guelph to visit biotechnology facilities from April 5 to 7, 1998.

2. By unanimous consent, It was agreed, -- That the Committee will hold an in camera meeting on the subject of the equivalent of the Mad Cow Disease (SCRAPIE), in sheeps in Quebec, on Thursday, March 19, 1998, from 9:00 to 11:00 a.m.

Respectuffly submitted.

On motion of Denis Coderre, seconded by Hélène Alarie, the Second Report the Sub-Committee on Agenda and Procedure was concurred in.

On motion of Denis-Coderre, seconded by Hélène Alarie, the Budget relating to the proposed visits of biotechnology installations in Saskatoon and Guelph, totaling $48.559.00, from April 5 to 7, 1998, was agreed to.

On motion of Denis Coderre, seconded by Hélène Alarie, it was agreed, -- That the Chair seeks the approval of the House, for the following motion: -- That 16 members of the Committee and 2 staff members of the Standing Committee on Agriculture and Agri-Food be authorized to travel to Saskatoon and Guelph from April 5 to 7,1998, in order to visit Biotechnology Research Facilities.

The witnesses made opening statements and answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
