Presenting Reports from Committees

Mr. Kirkby (Prince Albert -- Churchill River), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the 2nd Report of the Committee (Conservation of the Porcupine Caribou Herd Calving Area). -- Sessional Paper No. 8510-351-22.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 5 and 9 which includes this Report) was tabled.


Mr. Godfrey (Don Valley West), from the Standing Committee on Canadian Heritage, presented the 1st Report of the Committee (Bill C-31, An Act to amend the Canadian Film Development Corporation Act, without amendment). -- Sessional Paper No. 8510-351-23.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 18 which includes this Report) was tabled.

Introduction of Private Members' Bills

By unanimous consent, pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Frazer (Saanich -- Gulf Islands), seconded by Mr. Williams (St. Albert), Bill C-258, An Act respecting the establishment and award of a Canadian Volunteer Service Medal and Clasp for United Nations Peacekeeping to Canadians serving with a United Nations peacekeeping force, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Mr. Gray (Leader of the Government in the House of Commons), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That, pursuant to Standing Order 27(1), commencing on June 10 and concluding on June 23, 1994, on Mondays, Tuesdays, Wednesdays and Thursdays, the House shall continue to sit until 10:00 p.m. for the purpose of considering Government Orders, provided that proceedings pursuant to Standing 38 shall, when applicable, be taken up between 10:00 p.m. and 10:30 p.m.

Debate arose thereon.

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

The House resumed debate on the motion of Mr. Gray (Leader of the Government in the House of Commons), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), -- That the amendments made by the Senate to Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, be concurred in with the exception of amendment 1 in clause 2 to which this House proposes the following amendment:

      Strike out ``the sixth day of February'' and substitute ``June 22'';
    And that a Message be sent to the Senate to acquaint Their Honours therewith.

Debate resumed on the motion of Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Massé (President of the Queen's Privy Council for Canada and Minister of Intergovernmental Affairs), -- That the Bill C-34, An Act respecting self-government for first nations in the Yukon Territory, be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

Debate continued.

The question was put on the motion and, by unanimous consent, the recorded division was deferred until Tuesday, June 14, 1994, at 6:30 p.m.


The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs and Northern Development of Bill C-33, An Act to approve, give effect to and declare valid land claims agreements entered into between Her Majesty the Queen in right of Canada, the Government of the Yukon Territory and certain first nations in the Yukon Territory, to provide for approving, giving effect to and declaring valid other land claims agreements entered into after this Act comes into force, and to make consequential amendments to other Acts.

Mr. Dupuy (Minister of Canadian Heritage), for Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

PRIVATE MEMBERS' BUSINESS

At 5:52 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Government Operations of Bill C-237, An Act to amend the Bankruptcy Act (priority of claims).

Mr. de Savoye (Portneuf), seconded by Mr. Péloquin (Brome -- Missisquoi), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Government Operations.

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
