Prayers
Board of Internal Economy

The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, S.C. 1997, c. 32, Mr. Moore (Parliamentary Secretary to the Minister of Public Works and Government Services and Minister for the Pacific Gateway and the Vancouver-Whistler Olympics) had been appointed a member of the Board of Internal Economy to replace Mr. Hill (Secretary of State) as a representative of the government caucus, and Mr. Hill (Secretary of State) to replace Mrs. Skelton (Minister of National Revenue) as a representative of the Queen's Privy Council.

Private Members' Business

At 11:02 a.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Environment and Sustainable Development of Bill C-377, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.

Mr. Layton (Toronto—Danforth), seconded by Mr. Marston (Hamilton East—Stoney Creek), moved, — That the Bill be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

Government Orders

The House resumed consideration at report stage of Bill C-31, An Act to amend the Canada Elections Act and the Public Service Employment Act, as reported by the Standing Committee on Procedure and House Affairs with amendments;

And of the motions in Group No. 1 (Motions Nos. 1, 2 and 4 to 9).

Motion No. 1 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31 be amended by deleting Clause 18.

Motion No. 2 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31 be amended by deleting Clause 21.

Motion No. 4 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31, in Clause 22, be amended by deleting lines 28 to 42 on page 10.

Motion No. 5 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31, in Clause 26, be amended by replacing lines 38 and 39 on page 11 and lines 1 to 18 on page 12 with the following:

“26. Subsection 161(6) of the Act is replaced”

Motion No. 6 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31, in Clause 28, be amended:

(a) by replacing line 32 on page 12 with the following:

“28. (1) Paragraph 162(f) of the Act is”

(b) by replacing lines 37 to 42 on page 12 and lines 1 to 11 on page 13 with the following:

“(2) Section 162 of the Act is amended by striking out the word “and” at the end of paragraph (i) and by adding the following after paragraph (i):”

Motion No. 7 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31, in Clause 30, be amended by replacing lines 25 to 43 on page 13 with the following:

“30. Section 169 of the Act is amended by”

Motion No. 8 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31 be amended by deleting Clause 33.

Motion No. 9 of Mr. Dewar (Ottawa Centre), seconded by Ms. Davies (Vancouver East), — That Bill C-31, in Clause 38, be amended by replacing lines 31 to 40 on page 15 and lines 1 to 6 on page 16 with the following:

“38. (1) Subsection 489(2) of the Act is amended by adding the following after paragraph (a.1):

(a.2) contravenes subsection 161(7) (vouchee acting as voucher);

(2) Subsection 489(2) of the Act is”

The question was put on Motion No. 1 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

The question was put on Motion No. 2 and, pursuant to Standing Order 76.1(8), the recorded division, which also applies to Motions Nos. 4 to 9, was deferred.

The Order was read for the third reading of Bill C-26, An Act to amend the Criminal Code (criminal interest rate).

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Savoie (Victoria), seconded by Ms. Nash (Parkdale—High Park), Bill C-398, An Act to establish criteria and conditions in respect of funding for post-secondary education programs in order to ensure the quality, accessibility, public administration and accountability of those programs, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Deferred Recorded Divisions

Business of Supply

Pursuant to Order made Thursday, February 1, 2007, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Dion (Saint-Laurent—Cartierville), seconded by Mr. Ignatieff (Etobicoke—Lakeshore), — That, in the opinion of this House:

(a) there is overwhelming scientific evidence that the world's climate is changing as a result of human activity and this poses the most serious ecological threat of our time;
(b) the government must reconfirm Canada’s commitment to honour the principles and targets of the Kyoto Protocol in their entirety;
(c) the government must create and publish a credible plan to reduce Canada's greenhouse gas emissions to meet Canada's Kyoto commitments;
(d) the government must establish a 'cap and trade' emission reductions system and regulations for industry; and
(e) the Canadian Environmental Protection Act is available immediately to launch the necessary action.
