The Standing Committee on Human Rights and the Status of Persons with Disabilities met at 11:16 o'clock a.m. this day, in Room 371, West Block, the Vice-Chair, Andy Scott, presiding.

Members of the Committee present: Jean Augustine, Maurice Bernier, John Godfrey, Sharon Hayes and Andy Scott.

In attendance: From the Research Branch of the Library of Parliament: Nancy Holmes and Bill Young, Research Officers.

Witnesses: From the Department of Justice: Denis Kratchanov, Counsel, Information Law and Privacy, Public Law Policy; Andrea Neill, Senior Counsel, Information Law and Privacy. Michael Peirce, Counsel, Human Rights. From the Treasury Board Secretariat: Paul Rummell, Chief Information Officer; David Brown, Executive Director, Information and Communications Security Policy; Mary Anne Stevens, Policy Analyst. From Industry Canada: Michael Binder, Assistant Deputy Minister, Spectrum, Information Technologies and Telecommunications; Helen McDonald, Director, Information Policy.

In accordance with its mandate under Standing Order 108(3) a study of new technologies and privacy rights (See Minutes of Proceedings dated June 13, 1996, Issue No. 2).

Michael Binder, Helen McDonald, Paul Rummell and Denis Kratchanov made opening statements and, with David Brown, Andrea Neill, Michael Peirce and Mary Anne Stevens, answered questions.

At 1:05 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Human Rights and the Status of Persons with Disabilities met in camera at 9:25 o'clock a.m. this day, in Room 209, West Block, John Godfrey, presiding.

Members of the Committee present: John Godfrey and Andy Scott.

Acting Members present: Francis LeBlanc for Sheila Finestone; Clifford Lincoln for Russell MacLellan; John Williams for Sharon Hayes; Roger Pomerleau for Maurice Bernier; Geoff Regan for Andy Scott.

In attendance: From the Research Branch of the Library of Parliament: Susan Alter, Nancy Holmes and Bill Young, Research Officers. Consultant: Valerie Steeves.

In accordance with its mandate under Standing Order 108(3), a study of new technologies and privacy rights (See Minutes of Proceedings dated June 13, 1996, Issue No. 2).

On motion of Andy Scott, seconded by John Williams, It was agreed,--That the proposed budget of $31,210 for consulting services and the printing of reports be approved and that the Chair present it to the Budget Sub-Committee.

At 10:35 o'clock a.m., the Committee adjourned to the call of the Chair.
