Background

In a statement under Standing Order 21, Mr. Taylor (Bow River) made reference to the "divine right of the Prime Minister" in terms of the divine right of kings. Mr. Speaker interrupted the Hon. Member and pointed out that statements under this Standing Order were not to be used as a device for attacks on individual Members. He then recognized another Member. On a point of order Mr. Taylor noted that be was simply criticizing the Prime Minister and asked for clarification of the Standing Order. The Speaker ruled immediately.

Issue

Can a Member use the provisions of Standing Order 21 to make a personal attack against another Member?

Decision

No. Statements by Members is not intended to be used for making personal attacks, conveying congratulatory messages, reciting poetry or for anything other than serious purposes.

Reasons given by the Speaker

The opportunity of making statements is regulated by the discretion of the Chair and Members are expected to observe certain guidelines. The nature of the presentation obviously calls for a judgement and in the judgement of the Chair this was a personal attack. Hon. Members should refrain from making personal attacks on Members of this or the other place.
