Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, October 19, 2020, the committee resumed its study of zero emission vehicles.

It was agreed, — That the committee extend its sitting until 6:00 p.m.

It was agreed, — That the briefs presented by AddÉnergie Technologies Inc., the Canadian Vehicle Manufacturers' Association and Clean Energy Canada be taken as read and published in today’s Evidence.

Francis Bradley made a statement and, with Travis Allan, Brian Kingston, and Joanna Kyriazis, answered questions.

At 5:42 p.m., the sitting was suspended.

At 5:43 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Wednesday, October 28, 2020, to consider the business of the committee and agreed to make the following recommendations:

  1. That, in relation to the Zero Emission Vehicles study, the committee adopt the proposed work plan ("Options for Witness Panels") prepared by the analysts, with additional witnesses to be added when possible (up to six witnesses per meeting) and with witnesses grouped thematically wherever possible, that Hydro-Québec be added to the witness list and that the clerk ask the witnesses to provide briefs and documentation ahead of time to maximise the use of time for questions to the witnesses.

  2. That the clerk circulates the suggested working plan (“Upcoming ENVI meetings”) for the committee’s consideration.

  3. That pursuant to Standing Order 108(2), the committee adopt the motion of Ms. Collins regarding the enforcement of the Canadian Environmental Protection Act, as its next study after the zero-emission vehicles study:

    • That the Standing Committee on Environment and Sustainable Development, in light of the recent charges brought against Volkswagen in December 2019 under the Canadian Environmental Protection Act following an investigation by Environment and Climate Change Canada launched in September 2015, conduct a study of enforcement of the Act, that the study consist of no fewer than four meetings, that the committee report its findings to the House of Commons, and that all meetings be televised.

    That, after this study has been concluded, the committee adopt and undertake the motion of Mr. Jeneroux, as amended by the subcommittee, regarding Plastics:

    • That, pursuant to Standing Order 108(2), the Standing Committee on Environment and Sustainable Development conduct a study into the government’s recent announcement of a ban on single-use plastic items and designating plastics under the Canadian Environmental Protection Act. That this study includes, but not be limited to, the impacts to Canadian small business and the plastics production industry in Canada, including the impact to jobs, and the impacts on human health and the environment. That the study be a minimum of five meetings and include, but not be limited, to the following witnesses: officials from Environment and Climate Change Canada, the Minister of Environment and Climate Change.

      And that, after this study has been concluded, the committee adopt and undertake a motion from the members of the Liberal Party.

    1. That pursuant to Standing Order 81(5), the committee invite the Minister and departmental officials to study the Supplementary Estimates (B) before the end of the current supply period ending in December.

    It was agreed, — That the First Report from the subcommittee be concurred in.

    On motion of Brad Redekopp, it was agreed, — That the public meetings of the committee be televised; and that the Chair in consultation with the Vice-Chairs and clerk may waive this requirement due to circumstances outside the immediate control of the committee.

    At 5:58 p.m., the committee adjourned to the call of the Chair.
