Pursuant to the order of reference of Tuesday, May 4, 2021, the committee resumed consideration of Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050.

The Committee resumed clause-by-clause consideration on Clause 9 of the Bill.

On Clause 9,

Taylor Bachrach moved, — That Bill C-12, in Clause 9, be amended by adding after line 16 on page 4 the following:

“(2.1) The emissions reduction plan for 2030 must include an interim greenhouse gas emission objective for 2026.”

Debate arose thereon.

Lloyd Longfield moved, — That the amendment be amended by replacing, in the English version, the words "gas emission" with the words "gas emissions".

By unanimous consent, after debate, the question was put on the subamendment of Lloyd Longfield and it was agreed to.

Kristina Michaud moved, — That the amendment be amended by replacing the words "an interim greenhouse gas emissions objective" with the words "a greenhouse gas emissions target".

“(a.1) a summary of Canada’s most recent official greenhouse gas emissions inventory and information relevant to the plan that Canada submitted under its international commitments with respect to climate change;”

(b) adding after line 28 on page 4 the following:

“(b.1) a description of how Canada’s international commitments with respect to climate change are taken into account in the plan;”

(c) adding after line 32 on page 4 the following:

“(e) a projected timetable for implementation for each of the measures and strategies described in paragraphs (a) to (d);

(f) projections of the annual greenhouse gas emission reductions resulting from those combined measures and strategies, including projections for each economic sector that is included in Canada’s reports under the Convention; and

(g) a summary of key cooperative measures or agreements with provinces and other governments in Canada.”

(f) a description of the tools for measuring progress; and

(g) a description of the tools for assessing the impact of the reductions in greenhouse gas emissions.”

“(e) a carbon budget for each five-year period before the beginning of the year to which the plan relates;

(f) a summary of Canada’s most recent official greenhouse gas emissions inventory;

(g) a description of the key emissions reduction measures expected to be taken by governments of the provinces;

(h) an evidence-based estimate of the total combined greenhouse gas emissions reduction that the plan will achieve for the year to which it relates, with emissions reduction disaggregated for each sector and province;

(i) a timetable for the implementation of each measure and strategy, and reasonable estimates of the greenhouse gas emissions reduction that the plan will achieve; and

(j) modelling of the combined annual emissions reduction expected from the measures and strategies described in the plan, including key assumptions and methodological approaches.”

The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Dan Albas appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
