Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, June 8, 2017, the Committee commenced its study of criminalization of non-disclosure of HIV status.

Martin Bilodeau, by videoconference from Paris, France, Kyle Kirkup, Alexander McClelland and Richard Elliott made statements and answered questions.

At 9:54 a.m., the sitting was suspended.

At 9:58 a.m., the sitting resumed.

William F. Flanagan, by videoconference from Kingston, Ontario, Kerry Porth, by videoconference from Vancouver, British Columbia, and Léa Pelletier-Marcotte made statements and answered questions.

At 10:49 a.m., the sitting was suspended.

At 10:52 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed budget in the amount of $39,650, for the study of criminalization of non-disclosure of HIV status, be adopted.

It was agreed, — That draft press releases related to the study on the criminalization of non-disclosure of HIV status and the study on online hate, as amended, be adopted and released.

It was agreed, — That eight hearing meetings be held on the study on online hate, provided that, should the Committee hear from star witnesses in the field of social media, they may appear outside the Committee’s usual time slot.

It was agreed, — That, with respect to the study on online hate, each recognized political party submit to the Clerk, by Friday, April 12, 2019, their priorities for witnesses from the consolidated list of suggestions and requests to appear, based on the percentage of seats held in the House by each of these parties; that the Clerk inform all committee members of these priorities during the week of April 15, 2019, provided that, if a member has any objection to the rights of the witnesses, that such objection be considered by the members of the Subcommittee on Agenda and Procedure during a conference call.

At 11:04 a.m., the Committee adjourned to the call of the Chair.
