Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2017-18: Votes 1a, 10a and L20a under Department of Indian Affairs and Northern Development, referred to the Committee on Thursday, May 11, 2017.

The Chair called Vote 1a under Department of Indian Affairs and Northern Development.

Paul Thoppil made a statement and, with Stephen Gagnon and Chris Rainer, answered questions.

Motion

Don Rusnak moved, — That the Committee now proceed to Committee business.

The question was put on the motion and the results of the vote was announced: YEAS: 4; NAYS: 4.

Whereupon, the Chair voted in the affirmative.

A point of order was raised as to the procedural acceptability of the rationale for the Chair’s casting vote.

At 9:49 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

RULING BY THE CHAIR

The Chair ruled that Chairs of Committees are not bound to provide rationales for casting votes, as provided on page 1053 of House of Commons Procedure and Practice, Second Edition.

At 9:50 a.m., the sitting was suspended.

At 9:54 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, May 30, 2017, to consider the business of the Committee and agreed to make the following recommendations:

1. That during the meeting of Thursday, June 1, 2017, the Committee hear from department officials from Indigenous and Northern Affairs Canada on the Supplementary Estimates (A) 2017-18.

2. That the Committee hold two (2) meetings, on Tuesday, June 6, 2017, from 8:45 a.m. to 11:45 a.m. and Thursday, June 8, 2017, from 8:45 a.m. to 11:45 a.m., to hear from witnesses in relation to the study of the Subject Matter of Bill S-3, An Act to amend the Indian Act (elimination of sex-based inequities in registration).

3. That the work plan in relation to the Committee’s study of the Subject Matter of Bill S-3, An Act to amend the Indian Act (elimination of sex-based inequities in registration) be adopted.

4. That, in the event that Bill S-3 is referred to the Committee by the House of Commons, the Committee shall conduct clause-by-clause consideration of the Bill at the meeting on Thursday, June 15, 2017, for one (1) hour from 10:45 a.m. to 11:45 a.m.

5. That the Committee dedicate two (2) meetings, on Monday, June 12, 2017, from 6:00 p.m. to 9:00 p.m. and on Tuesday, June 13, 2017, from 8:45 a.m. to 10:45 a.m., to consider the draft report on Suicide Among Indigenous Peoples and Communities.

6. That the Committee dedicate the meeting on Thursday, June 15, 2017, to hear from witnesses in relation to the study of the Subject Matter of Bill C-17, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and to make a consequential amendment to another Act.

7. That the deadline for submitting witnesses on the study of the Subject Matter of Bill C-17, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and to make a consequential amendment to another Act be Friday, June 2, 2017, at 5:00 p.m.

Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (A) 2017-18: Votes 1a, 10a and L20a under Department of Indian Affairs and Northern Development, referred to the Committee on Thursday, May 11, 2017.

By unanimous consent, the Chair called Votes 10a and L20a under Department of Indian Affairs and Northern Development.

Votes 1a, 10a, and L20a under Department of Indian Affairs and Northern Development carried.

ORDERED, — That the Chair report Votes 1a, 10a and L20a, under the Department of Indian Affairs and Northern Development to the House.
