Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 18, 2018, the Committee resumed its study of supporting families after the loss of a child.

Susan Cadell, Karima Joy, Mary Ellen Macdonald, Moire Stevenson, by videoconference from Montreal, Quebec, and Alexandra Lihou made statements.

Motion

Blake Richards moved, — That, in relation to the study on supporting families after the loss of a child, the Committee:

  1. sit for 30 minutes beyond its regular sitting time on Tuesday, November 22, 2018, to provide drafting instructions to the analysts;

  2. consider and adopt the draft report during its regularly scheduled meetings on Tuesday, December 4, 2018, and if necessary on Thursday, December 6, 2018; and

  3. table the finalized report no later than December 12, 2018, prior to the rising of the House of Commons for winter recess, or if there is not an opportunity to table the report prior to the rising of the House of Commons for the winter recess, the report be tabled on the first opportunity by the back door.

Wayne Long moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

The witnesses answered questions.

Motion

Brigitte Sansoucy moved, — That Shawn Bayes, Executive Director of The Elizabeth Fry Society of Greater Vancouver, be asked to appear before the Standing Committee on the current eligibility rules and regional variations in service delivery which result in some of Canada’s most vulnerable and poorest children being further materially deprived and marginalized.

Motion

Dan Ruimy moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to the Order of Reference of Friday, November 2, 2018:

  1. The Committee invite witnesses to appear for four meetings, including;

    1. one meeting dedicated to hearing from the Member for Fort McMurray—Cold Lake, for one hour, and the other hour be dedicated to hearing from departmental officials from Employment and Social Development Canada and from Public Services and Procurement Canada;
    2. three meetings dedicated to hearing from witnesses specifically, but not limited to:
      • episodic disabilities in Canada including multiple sclerosis and other episodic disabilities;
      • the lived experiences of Canadians with episodic disabilities;
      • employment equity and fairness in Canadian federal workplaces with respect to episodic disabilities;
      • hearing from stakeholders in the disabilities community; on equity in service delivery by the Government of Canada to individuals with episodic disabilities, including Employment Insurance, Employment Insurance sickness benefits, and other government programs, benefits, and services;
      • giving special consideration to how government programs like Employment Insurance and the Canada Pension Plan; and
      • government legislation and programs like the Canada Labour Code and Employment Insurance can support people with episodic disabilities;

  2. each party submit their prioritized witness lists, including their contact information, to the Clerk of the Committee no later than 10:00 a.m. on Monday, November 26, 2018;

  3. the evidence and documentation received by the Committee during its study on Bill C-81, An Act to ensure a barrier-free Canada, be taken into consideration by the Committee; and

  4. the Committee report its findings, including recommendations, to the House and that the government provide a response to the recommendations made by the Committee.

At 10:25 a.m., the Committee adjourned to the call of the Chair.
