The Committee proceeded to the consideration of matters related to Committee business.

Motion

Peter Kent moved, — That, given the new information on the matter of political interference in a criminal prosecution by the Office of the Prime Minister disclosed in documents tabled by Jody Wilson-Raybould and Gerald Butts, the Committee:

  1. Instruct the Chair to write a letter to the Prime Minister requesting that he waive all constraints that may prevent individuals invited to appear before the Committee from speaking freely;
  2. Invite Justin Trudeau to appear prior to April 12;
  3. Invite Jody Wilson-Raybould to appear prior to April 12;
  4. Invite Jane Philpott to appear prior to April 12;
  5. Invite Katie Telford to appear prior to April 12;
  6. Invite Elder Marques to appear prior to April 12 ;
  7. Invite Mathieu Bouchard to appear prior to April 12;
  8. Invite Amy Archer to appear prior to April 12;
  9. Invite Ben Chin to appear prior to April 12;
  10. Invite Justin to appear prior to April 12;
  11. Invite Jessica Prince to appear prior to April 12; and
  12. Sit extra hours in order to conduct these additional meetings.

The question was put on the motion and it was negatived on the following recorded division:

NAYS: Nathaniel Erskine-Smith, Mona Fortier, Eva Nassif, Michel Picard, Raj Saini, Anita Vandenbeld — 6.

Motion

Charlie Angus moved, — That, pursuant to Standing Order 108 (3)(h)(vi) and given the testimony provided by the former Attorney General of Canada, public office holders Katie Telford, Chief of Staff to the Prime Minister, and Ben Chin, Chief of Staff to the Minister of Finance, be invited before the Committee to answer questions related to their conduct in inappropriately pressuring the former Attorney General and members of her staff in order to secure a deferred prosecution agreement for SNC-Lavalin.

The question was put on the motion and it was negatived on the following recorded division:

Pursuant to Standing Order 108(3)(h)(vii) and the motion adopted by the Committee on Tuesday, February 6, 2018, the Committee resumed its study of privacy of digital government services.

Brian Kelcey made a statement and answered questions.

At 4:40 p.m., the sitting was suspended.

At 4:43 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed budget in the amount of $34,704, for the study of the International Grand Committee, be adopted.

It was agreed, — That the Clerk of the Committee make the necessary arrangements, in coordination with the Chair’s office, for the Committee to host a small reception on Monday May 27, 2019, and one working lunch and one dinner on Tuesday, May 28, 2019, with the invited delegates of the International Grand Committee.

At 4:50 p.m., the Committee adjourned to the call of the Chair.
