The Standing Committee on Government Operations and Estimates met in a televised session at 8:45 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Mark Adler, Jay Aspin, Hon. Gerry Byrne, Anne-Marie Day, Pierre-Luc Dusseault, Jim Hillyer, Hon. Gordon O'Connor and Bernard Trottier.

 

Acting Members present: Mathieu Ravignat for Pat Martin.

 

In attendance: Library of Parliament: Lindsay McGlashan, Analyst; André Léonard, Analyst.

 

Appearing: Hon. Tony Clement, President of the Treasury Board.

Pursuant to Standing Order 108(3)(c), the Committee commenced consideration of the Main Estimates 2014-15.
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-15: Votes 1, 5, 10, 20, 25, 30 and 33 under TREASURY BOARD SECRETARIAT, referred to the Committee on Thursday, February 27, 2014.
 
Pursuant to Standing Order 81(7), the Committee commenced consideration of the Report on Plans and Priorities 2014-15 of the Treasury Board Secretariat.
 

The Minister and Bill Matthews made statements and, with the other witnesses, answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Thursday, March 6, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee hold a meeting on Monday, March 24, 2014, from 3:30 p.m. to 5:30 p.m. instead of the meeting of Tuesday, March 25, 2014, if this enables the President of the Treasury Board and his officials to appear for the study of the 2014–15 Main Estimates;

2. That, if the Minister of Public Works and Government Services appears on Thursday, March 27, 2014, for the study of the 2014–15 Main Estimates, the scheduled appearance of Shared Services Canada officials be moved from Tuesday, April 1, 2014, to that meeting of Thursday, March 27, 2014;

3. That one hour of the meeting of Thursday, May 1, 2014, be reserved for an update on the study on the government’s open data practices; and

4. That the first witnesses for the study on the government’s open data practices be as follows: Jacob Glick, Ray Sharma, Raj Cheema, Tim Jackson and Ginny Dybenko from the University of Waterloo, and Barbara Ubaldi; and that the clerk be instructed to assemble two panels of witnesses, one with the main Canadian cities having experience with open data and the other with representatives of the Canadian Chamber of Commerce, the Canadian Federation of Independent Business and Canadian Manufacturers and Exporters.

 

It was agreed, — That the proposed operational budget in the amount of $38,400.00 for the study of the Government's open data practices be adopted.
