The Standing Committee on Health met at 8:47 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Ben Lobb, presiding.

Members of the Committee present: Hon. Hedy Fry, Claude Gravelle, Wladyslaw Lizon, Ben Lobb, James Lunney, Dany Morin, David Wilks and Terence Young.

Acting Members present: Jay Aspin for Eve Adams, Kevin Lamoureux for Hon. Hedy Fry, Hélène Laverdière for Libby Davies and Kennedy Stewart for Libby Davies.

In attendance: Library of Parliament: Karin Phillips, Analyst.

Witnesses: University of Ottawa: Andra Smith, Associate Professor. Canadian Centre on Substance Abuse: Michel Perron, Chief Executive Officer; Amy Porath-Waller, Senior Research and Policy Analyst. Smart Approaches to Marijuana: Kevin Sabet, Executive Director.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of marijuana's health risks and harms.

By unanimous consent, it was agreed, — That, with respect to the Main Estimates, 2014-2015, the Committee invite the Minister of Health to appear on Thursday, May 15, 2014, from 8:45 to 9:45 a.m. and the Minister’s officials from 9:45 to 1045 a.m.

Andra Smith, Michel Perron and Kevin Sabet made statements and, with Amy Porath-Waller, answered questions.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
