“(3) The Vice Chief of the Defence Staff may, with the consent of the Provost Marshal and in accordance with the respective roles, responsibilities and principles set out in the Accountability Framework signed by the Vice Chief of the Defence Staff and the Provost Marshal on March 2, 1998, issue instructions or guidelines in writing in respect of a particular investigation, providing that the rationale for issuing the instructions or guidelines is also stated.”

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures”.

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Leslie (Halifax), seconded by Ms. Quach (Beauharnois—Salaberry), — That this House: (a) agree with many Canadians and the International Energy Agency that there is grave concern with the impacts of a 2 degree rise in global average temperatures; (b) condemn the lack of effective action by successive federal governments since 1998 to address emissions and meet our Kyoto commitments; and (c) call on the government to immediately table its federal climate change adaptation plan.
