The Standing Committee on Finance met at 3:33 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Alain Giguère, Shelly Glover, Randy Hoback, Brian Jean, Peter Julian, Hoang Mai, Cathy McLeod, James Rajotte and Dave Van Kesteren.

 

Acting Members present: Dan Harris for Wayne Marston and Ted Hsu for Hon. Scott Brison.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst; Brett Stuckey, Analyst.

 

Witnesses: As individuals: Rachel Laforest, Associate Professor, School Of Policy Studies, Queen's University; A. Abigail Payne, Professor, Department of Economics, McMaster University; Paul Reed, Professor, Department of Sociology and Anthropology, Carleton University. Thompson Rivers University: Laura Lamb, Assistant Professor, School of Business and Economics. University of Western Ontario: Adam Parachin, Professor, Faculty of Law.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 20, 2011, the Committee resumed its study of tax incentives for charitable donations.
 

Rachel Laforest, A. Abigail Payne, Paul Reed, Adam Parachin and Laura Lamb made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Thursday, February 2, 2012, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee plan panels of witnesses on the current study on tax incentives on charitable donations study on February 7, 9, and 14, 2012, and remaining meetings to be scheduled in March and April 2012;

2. That the Committee study Bill C-25, An Act relating to pooled registered pension plans and making related amendments to other Acts, for four meetings. The Minister and Department Officials will be invited on the first meeting, February 16, 2012;

3. That the Committee study Bill S-5, An Act to amend the law governing financial institutions to provide for related and consequential matters, following C-25, for three meetings in March 2012;

4. That the Committee study Bill C-311, An Act to amend the Importation of Intoxicating Liquors Act (interprovincial importation of wine for personal use), following C-25 and S-5 for two meetings in May 2012;

5. That the Committee ask all parties to submit names of potential witnesses for Bills C-25, S-5 and C-311 as soon as possible;

6. That the Committee invite the Governor of the Bank of Canada on Tuesday, April 24, 2012;

7. That the Committee invite the Parliamentary Budget Officer on Thursday, April 26, 2012;

8. That the Committee organize an informal meeting with the Swedish Delegation during the week of March 5, 2012;

9. That the Committee plan one meeting on demutualisation in March 2012; and

10. That the Committee plan and organize a trip to Washington / New York in May 2012.

 

At 5:26 p.m., the Committee adjourned to the call of the Chair.
