The Standing Committee on Finance met in a televised session at 8:46 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Hon. Scott Brison, Guy Caron, Raymond Côté, Shelly Glover, Randy Hoback, Brian Jean, Cathy McLeod, Peggy Nash, James Rajotte and Dave Van Kesteren.

 

Acting Members present: Mike Wallace for Mark Adler.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst; Sylvain Fleury, Analyst.

 

Witnesses: As individuals: Walid Hejazi, Professor, Rotman School of Management, University of Toronto; Robert Kepes, Barrister and Solicitor, Morris Kepes Winters LLP Tax Lawyers. Quebec Association for the Taxation of Financial Transactions for the Aid of Citizens: Claude Vaillancourt, President. Embassy of the Republic of Costa Rica: H.E. Luis Carlos Delgado Murillo, Ambassador of the Republic of Costa Rica to Canada. Organization for Economic Co-operation and Development Donor Assistance Committee Peer Review Team: Pascal Saint-Amans, Director, Centre for Tax Policy and Administration. As an individual: Paul Collier, Professor, Economics and Public Policy, Blavatnik School of Government, University of Oxford.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on April 24, 2012, the Committee resumed its study of tax evasion and the use of tax havens.
 

Walid Hejazi, Robert Kepes, Claude Vaillancourt, H.E. Luis Carlos Delgado Murillo, Pascal Saint-Amans, by videoconference from Kuala Lumpur, Malaysia, and Paul Collier, by videoconference from Oxford, United Kingdom made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

1. That, in relation to the study on Bill C-48, the Committee hold five meetings to hear witnesses; that it invite the Minister of Finance; that the clause-by-clause consideration of the Bill take place on March 28 during the Committee’s regularly scheduled meeting; and that, if necessary, another Committee meeting be held in the afternoon of that same day to complete the study.

2. That, in relation to the study on tax evasion and tax havens, the following deadlines be established: March 21, - bank representatives testify; March 28—draft report distributed to members; April 4—deadline for members to submit proposed recommendations; April 18—Study of the draft report.

3. That the Committee members meet with a delegation of Iraqi parliamentarians at an informal meeting on February 28.

4. That the calendar of business be established as follows:

  • February 26: study on tax evasion and tax havens
  • February 28: study of Bill C-48 and an informal meeting with a delegation of Iraqi parliamentarians
  • March 5: study of Bill C-48
  • March 7: study of Bill C-48
  • March 19: study of Bill C-48
  • March 21: study of tax evasion and tax havens
  • March 26: study of Bill C-48
  • March 28: clause-by-clause consideration of Bill C-48 (two meetings, if necessary)
  • April 16: study on income inequality (Motion M-315)
  • April 18: study on tax evasion and tax havens (study of the report)
  • April 23: study on the Governor of the Bank of Canada’s Monetary Policy Report.
 

It was agreed, — That a proposed budget in the amount of $36,700, for the study of Bill C-48, An Act to amend the Income Tax Act, the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the First Nations Goods and Services Tax Act and related legislation, be adopted.

 

At 10:51 a.m., the Committee adjourned to the call of the Chair.
