Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Van Loan (Minister of International Trade), seconded by Mr. Prentice (Minister of the Environment), Bill C-46, An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to implement the Free Trade Agreement between Canada and the Republic of Panama, the Agreement on the Environment between Canada and the Republic of Panama and the Agreement on Labour Cooperation between Canada and the Republic of Panama”.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Albrecht (Kitchener—Conestoga), seconded by Mr. Armstrong (Cumberland—Colchester—Musquodoboit Valley), Bill S-211, An Act respecting World Autism Awareness Day, was read the first time and ordered for a second reading at the next sitting of the House.

Government Orders

The House resumed consideration of the motion of Mr. Toews (Minister of Public Safety), seconded by Mr. O'Connor (Minister of State), — That Bill C-5, An Act to amend the International Transfer of Offenders Act, be now read a second time and referred to the Standing Committee on Public Safety and National Security.

The House resumed consideration of the motion of Mrs. McLeod (Kamloops—Thompson—Cariboo), seconded by Mrs. Davidson (Sarnia—Lambton), — That, in the opinion of the House, the government should encourage and assist provincial and territorial governments, the medical community and other groups to lessen the burden on Canada's health care system through: (a) an increased adoption of technological developments; (b) a better recognition of the changing roles of health care professionals and the needs of Canadians; and (c) a greater focus on strategies for healthy living and injury prevention. (Private Members' Business M-513)
