Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mr. Coderre (Bourassa) presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the APF Bureau meeting and at the XXXVth Annual Session of the APF, held in Paris, France, from July 2 to 6, 2009. — Sessional Paper No. 8565-402-52-08.

Pursuant to Standing Order 34(1), Mr. Coderre (Bourassa) presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the XXVth Regional Assembly and at the Conference of Branch Chairs of the America Region of the APF, held in Halifax, Nova Scotia, from September 16 to 19, 2009. — Sessional Paper No. 8565-402-52-09.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Andrews (Avalon), seconded by Mr. Lee (Scarborough—Rouge River), Bill C-464, An Act to amend the Criminal Code (justification for detention in custody), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-407 and Q-412 on the Order Paper.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-52, An Act to amend the Criminal Code (sentencing for fraud).

Mr. O'Connor (Minister of State) for Mr. Nicholson (Minister of Justice), seconded by Ms. Finley (Minister of Human Resources and Skills Development), moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

A message was received informing the Commons that on October 21, 2009, at 5:36 p.m., the Honourable Thomas Cromwell, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy of the Governor General, signified Royal Assent by written declaration to the following Bills:
