Q-542 — February 10, 2009 — Ms. Duncan (Edmonton—Strathcona) — With regard to government-owned buildings: (a) how many buildings does the government own by region and territory; (b) what are the annual utility costs including electricity, water, heating and cooling costs for these building by province or territory; (c) what are the overall energy costs for federally-owned buildings by province or territory, including all energy uses; (d) what government initiatives exist for improving energy efficiency in government buildings; (e) how many government-owned buildings have been retrofitted in order to improve their energy efficiency in the last 25 years; (f) how many buildings have achieved Leadership in Energy and Environmental Design recognition for new construction and for existing buildings; (g) what studies and evaluations with respect to improving energy efficiency in government-owned buildings have been requested or commissioned by any department before January 27, 2009; (h) how much has the government spent on theses studies, by study; and (i) what analysis has been done by the government or on its behalf regarding potential cost savings on energy costs if energy efficiency retrofits were conducted on some or all government-owned buildings?
Q-552 — February 10, 2009 — Ms. Bennett (St. Paul's) — With respect to Health Canada’s Women’s Health Contribution Program and the Centres of Excellence for Children’s Well Being: (a) is the Minister of Health going to submit a new submitssion to Treasury Board that would extend the mandate for funding that is expected to expire on March 31, 2009; and (b) will the government show a renewed commitment to these centres by granting permanent funding?
Q-562 — February 10, 2009 — Ms. Bennett (St. Paul's) — With respect to health human resources: (a) how will the government address the issues of doctor shortages, wait times, access and hospital closures; (b) is there a strategy to address the brain drain of doctors, nurses and researchers to the United States; and (c) what are the prospects of a health human resources fund to encourage partnerships between health faculties in the universities and colleges and the academic health science centres that would immediately create more training spaces?
Q-572 — February 10, 2009 — Ms. Bennett (St. Paul's) — With respect to the Public Health Goals agreed to at the September 2004 First Ministers' Meeting and developed in 2005, has the government continued to work with provincial and territorial governments to develop the targets and indicators as part of the Public Health Goals process?

Opposition Motion
February 10, 2009 — Mr. Laforest (Saint-Maurice—Champlain) — That, in the opinion of the House, the government should immediately renounce two measures contained in the recent budget:
(a) establishing a national securities commission, because establishing such a commission would constitute an intolerable intrusion into Quebec’s jurisdiction, and the current passport system functions very well; and
(b) unilaterally amending the equalization formula, since the Prime Minister, in a letter to the Premier of Quebec dated March 19, 2007, promised that transfers to the provinces would be predictable and long term, and would also comply with the government of Quebec’s request to give the revenues generated by Hydro-Québec’s transmission and distribution activities the same treatment, regardless of the equalization calculation, as that given Hydro One’s activities.

M-294 — February 10, 2009 — Ms. Faille (Vaudreuil-Soulanges) — That, in the opinion of the House, the government should table in the House, no later than October 15, 2009, a bill to amend the Canada Labour Code to prohibit the use of replacement workers in labour disputes falling under the jurisdiction of the federal government while at the same time ensuring that essential services are maintained.
M-295 — February 10, 2009 — Mr. Dion (Saint-Laurent—Cartierville) — That, in the opinion of the House, the government should increase its support of Canada’s renewable energy sector, allow our country to participate in the worldwide effort to develop renewable energy sources and enlist Canada as a full member of the International Renewable Energy Agency.
M-296 — February 10, 2009 — Ms. Hoeppner (Portage—Lisgar) — That the Standing Committee on International Trade be instructed to undertake a comprehensive study on the subject of the establishment of foreign trade zones, and upon completion of that study, report back to the House within one year of the study's initiation.
M-297 — February 10, 2009 — Mr. Malo (Verchères—Les Patriotes) — That, in the opinion of the House, the government should give direct assistance to artists by increasing the annual budget of the Canada Council for the Arts to $300 million and should roll back the cuts it announced in the cultural sector and restore funding for the following programs to their fiscal 2008-2009 levels: Arts Promotion Program, Trade Routes, National Training Program for the Film and Video Sector, New Media Research Networks Fund, Canadian Independent Film and Video Fund, Canada Feature Film Fund and Canadian Music Memories Program.
M-298 — February 10, 2009 — Mr. Russell (Labrador) — That, in the opinion of the House, the government should work co-operatively with the governments of the territories and of the seven provinces which constitute the Provincial North, and with Aboriginal and local governments in these regions, to develop a strategy to improve transportation and other vital public infrastructure.
M-299 — February 10, 2009 — Mr. Trudeau (Papineau) — That the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities be instructed to consider the introduction in Canada of a national voluntary service policy for young people by analyzing existing programs and using the work done by the Voluntary Sector Initiative in 2003 as its point of departure; by holding public hearings; and by presenting a report to the House no later than October 2009 that would contain among other things a review of similar policies in the rest of the world and a summary of the evidence heard.
M-300 — February 10, 2009 — Mrs. Thi Lac (Saint-Hyacinthe—Bagot) — That, in the opinion of this House, the government should as soon as possible bring in a bill requiring: a 110 dollar monthly increase in the guaranteed income supplement paid to pensioners; the continuation of the payment, for a period of six months, of the old age security pension and supplement to a person whose spouse or common-law partner has died; automatic registration for people 65 entitled to the guaranteed income supplement; full retroactivity of the guaranteed income supplement for seniors who have been shortchanged.
M-301 — February 10, 2009 — Mr. Bernier (Beauce) — That, in the absence of a report from a committee, the Speaker have the authority to enforce committees' compliance with their mandates as articulated in Standing Order 108 and any special order of the House, including the authority to halt studies or proceedings exceeding those mandates.
