Meeting No. 9

Wednesday, March 11, 2009

The Standing Committee on Justice and Human Rights met in a televised session at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Ed Fast, presiding.

Members of the Committee present: Joe Comartin, Hon. Ujjal Dosanjh, Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Réal Ménard, Rob Moore, Rick Norlock, Daniel Petit, Brent Rathgeber and Brian Storseth.

Acting Members present: Sukh Dhaliwal for Brian Murphy.

Associate Members present: Mark Warawa.

In attendance: House of Commons: Isabelle Duford, Committee Clerk . Library of Parliament: Robin MacKay, Analyst ; Dominique Valiquet, Analyst.

Witnesses: Criminal Intelligence Service Canada: Donald R. Dixon, Director General; W.H. (Bud) Garrick, Deputy Director General, Intelligence Analysis and Knowledge Development. As individuals: Steve Brown; Lois Schellenberg; Eileen Mohan.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 9, 2009, the Committee commenced its study on the State of Organized Crime.

Donald R. Dixon made a statement and, with W.H. (Bud) Garrick, answered questions.

At 4:28 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

Steve Brown, Lois Schellenberg and Eileen Mohan made statements and answered questions.

At 5:25 p.m., the sitting was suspended.

At 5:27 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, March 10, 2009, to consider the business of the Committee and agreed to make the following recommendations:

Organized Crime

1. That, in relation to its study on Organized Crime the Committee travel to Halifax, Montreal, Toronto, Winnipeg and Vancouver the week of March 30 to April 3, 2009.

2. That, in consultation with the Chair, the Clerk schedule hearings with appropriate witnesses in each city during the week of travel.

March 23-25, 2009

3. That, if the Committee has received an Order of Reference concerning Bill C-14, An Act to amend the Criminal Code (organized crime and protection of justice system participants) from the House, the Committee study the referred Bill during the week of March 23 and add additional meetings if necessary, and;

4. If the Committee has not received an Order of Reference from the House concerning Bill C-14, An Act to amend the Criminal Code (organized crime and protection of justice system participants) the committee continue consideration of a draft report on Impaired Driving on March 23 and the Committee continue its study on Organized Crime on March 25.

It was agreed, — That the Third Report of the Subcommittee on Agenda and Procedure be adopted.

On motion of Réal Ménard, it was agreed, — That the proposed budget in the amount of $ 202,049, for the Committee’s travel to Halifax, Montreal, Toronto, Winnipeg and Vancouver on Sunday, March 29, 2009, to Friday, April 3, 2009, for the study on the State of Organized Crime be adopted and submitted to the Budget Subcommittee of the Liaison Committee.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
