The Standing Committee on Fisheries and Oceans met at 9:08 a.m. this day, in Room 371, West Block, the Chair, Fabian Manning, presiding.

 

Members of the Committee present: Mike Allen, Raynald Blais, Hon. Gerry Byrne, Blaine Calkins, Randy Kamp, Gerald Keddy, Yvon Lévesque, Hon. Lawrence MacAulay, Fabian Manning, Bill Matthews and Peter Stoffer.

 

Acting Members present: Brian Murphy for Scott Simms.

 

In attendance: Library of Parliament: François Côté, Analyst; Mathieu Stanton, Analyst. House of Commons: Christine Lafrance, Legislative Clerk.

 

Witnesses: Department of Fisheries and Oceans: David Burden, Director, Divestiture, Real Property, Safety and Security. Parks Canada Agency: Patricia E. Kell, Director, Policy and Government Relations Branch, National Historic Sites Directorate; Doug Tapley, Manager, Cabinet Affairs.

 
Pursuant to the Order of Reference of Tuesday, March 11, 2008, the Committee commenced consideration of Bill S-215, An Act to protect heritage lighthouses.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 are postponed.

The Chair called Clause 2.

 

On Clause 2,

Gerald Keddy moved, — That Bill S-215, in Clause 2, be amended by replacing line 9 on page 2 with the following:

“this Act, and includes any related building”

 

After debate, the question was put on the amendment of Gerald Keddy and it was agreed to.

 

By unanimous consent, it was agreed, — That the result of the vote on the previous amendment be applied to the following five (5) amendments which are therefore also adopted:

That Bill S-215, in Clause 2, be amended by replacing lines 19 to 28 on page 2 with the following:

““related building”, in relation to a heritage lighthouse, means any building on the site on which the lighthouse is situated that contributes to the heritage character of the lighthouse.”

That Bill S-215, in Clause 6, be amended by replacing line 6 on page 3 with the following:

“include any related building that the Min-”

That Bill S-215, in Clause 7, be amended by replacing line 29 on page 3 with the following:

“whether any related buildings should be”

That Bill S-215, in Clause 11, be amended by replacing line 19 on page 4 with the following:

“lated building should be included in the des-”

That Bill S-215, in Clause 16, be amended by replacing line 23 on page 5 with the following:

“house and whether any related building”

 

Clause 2, as amended, carried on division.

 

The Chair called Clause 3.

 

Debate arose thereon.

 

Clause 3 carried on division.

 

Clause 4 carried on division.

 

Clause 5 carried on division.

 

Clause 6, as amended, carried on division.

 

Clause 7, as amended, carried on division.

 

By unanimous consent, Clauses 8 to 10 inclusive carried on division.

By unanimous consent, Clauses 12 to 15 inclusive carried on division.

 

Clause 16, as amended, carried on division.

 

By unanimous consent, Clauses 17 to 19 inclusive carried on division.

 

Clause 1 carried.

 
On motion of Gerald Keddy, it was agreed, — That Bill S-215, in the Preamble, be amended by adding after line 15 on page 1 the following:

“AND WHEREAS it is important to provide access to heritage lighthouses in order for people to understand and appreciate the contribution of those lighthouses to Canada’s maritime heritage;”

 

The Preamble, as amended, carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill S-215, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
