The Standing Committee on Fisheries and Oceans met at 3:33 p.m. this day, in Room 536, Wellington Building, the Chair, Fabian Manning, presiding.

 

Members of the Committee present: Mike Allen, Raynald Blais, Hon. Gerry Byrne, Blaine Calkins, Randy Kamp, Gerald Keddy, Yvon Lévesque, Hon. Lawrence MacAulay, Fabian Manning, Bill Matthews and Scott Simms.

 

Acting Members present: Catherine Bell for Peter Stoffer.

 

In attendance: Library of Parliament: François Côté, Analyst.

 

Witnesses: Department of Fisheries and Oceans: Cal Hegge, Assistant Deputy Minister, Human Resources and Corporate Services; Robert Bergeron, Director General, Small Craft Harbours; Micheline Leduc, Director, Harbour Operations and Engineering.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 14, 2007, the Committee resumed its study of the Operation and Maintenance of Small Craft Harbours.
 

Cal Hegge made a statement and, with the other witnesses, answered questions.

 

At 4:42 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to the Order of the Committee of November 14, 2007 to undertake a study of the Operation and Maintenance of Small Craft Harbours a study plan as follows be adopted:

Meetings of November 19 and 21:

- Deputy Minister of Fisheries and Oceans.

- Regional Directors for Small Craft Harbours from the Pacific and Maritime Gulf Regions.

Meetings of November 26 and 28:

- Representatives of Small Craft Harbours Authorities from the regions.

Meeting of December 5:

- Consideration of a draft report on the need for adequate financing of small craft harbours.

Meeting of December 10:

- Adopt Report in Committee to be able to present it to the House by December 12.

 

It was agreed, — That a comprehensive report on small craft harbours be prepared and presented to the House after the session resumes in 2008.

 

It was agreed, — That the Supplementary Estimates (A) for Fisheries and Oceans for the period ending March 31, 2008 be considered on December 3, 2007 and that officials of the Department of Fisheries and Oceans be called to appear.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
