The Standing Committee on Foreign Affairs and International Development met at 3:36 p.m. this day, in Room 308, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Vivian Barbot, Hon. Raymond Chan, Paul Dewar, Peter Goldring, Wajid Khan, Denis Lebel, Hon. Keith Martin, Deepak Obhrai, Bernard Patry, Kevin Sorenson, Caroline St-Hilaire and Hon. Bryon Wilfert.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 

Witnesses: Department of Foreign Affairs and International Trade: Randolph Mank, Director General, Asia South and Pacific Bureau; Jim Nickel, Director, South Asia Division.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 27, 2007, the Committee proceeded to a briefing on the situation of the Islamic Republic of Pakistan.
 

Randolph Mank made a statement and, with Jim Nickel, answered questions.

 

At 4:49 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Deepak Obhrai, — That, pursuant to Standing Order 108(2), the Standing Committee on Foreign Affairs and International Development undertake a study investigating the effectiveness and quality of Canada’s food aid policy and whether current methods of delivery meet the objectives established under the Food Aid Convention and of the amendment of Vivian Barbot, — That the motion be amended by adding after the words “food policy” the following: “whether the local productive capacity of developing countries is sufficient to feed their population and export agriculture products” .

The debate continued.

 

After debate, the question was put on the amendment of Vivian Barbot and it was negatived, by a show of hands: YEAS: 3; NAYS: 4.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 7.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
