The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 3:35 p.m. this day, in Room 308, West Block, the Chair, Barry Devolin, presiding.

 

Members of the Committee present: Harold Albrecht, Rod Bruinooge, Jean Crowder, Barry Devolin, Nancy Karetak-Lindell, Tina Keeper, Marc Lemay, Yvon Lévesque, Hon. Anita Neville, Brian Storseth and Chris Warkentin.

 

Acting Members present: Ken Boshcoff for Hon. Anita Neville and Alan Tonks for Todd Norman Russell.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That National Chief Phil Fontaine and representatives of the Assembly of First Nations be invited to appear in relation to Bill C-30 on a date still to be determined, but after the initial provincial and territorial organizations.

 

It was agreed, — That five provincial territorial panels be held in relation to Bill C-30 before the March adjournment break, to be composed of those groups considered and selected at today's meeting.

 

It was agreed, — That a meeting on Supplementary Estimates be held prior to the March adjournment break.

 

It was agreed, — That the Clerk prepare a draft budget for the Committee's study of Bill C-30 based on today's discussions.

 

It was agreed, — That a meeting of the Subcommittee on Agenda and Procedure be held in early March.

 

It was agreed, — That the meeting on March 31, 2008 be reserved as a potential makeup meeting for those witnesses unable to appear on their provincial territorial panel.

 

It was agreed, — That the Aboriginal Affairs and Northern Development Committee attend the National Aboriginal Achievement Awards on March 7, 2008, and that the Clerk prepare a draft budget in consultation with the Chair based on the terms presented in Budget Option 1.

 

At 5:08 p.m., the sitting was suspended.

At 5:09 p.m., the sitting resumed in public.

 

The Committee resumed debate on the motion of Jean Crowder which read as follows:

That the Standing Committee on Aboriginal Affairs and Northern Development report to the House of Commons the following motion: That the Committee endorses the United Nations Declaration on the Rights of Indigenous Peoples as adopted by the United Nations General Assembly on 13 September 2007, and calls upon the Parliament and Government of Canada to implement fully the standards contained therein.

 

It was agreed, — That the debate on the motion be adjourned until another meeting, to be determined.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
