Q-1202 — December 1, 2006 — Ms. Black (New Westminster—Coquitlam) — With regard to tender reference “PW-TALC-002-13708 – Medium to Heavy Lift Helicopter”: (a) how many submissions of statements of capacities did the government receive; (b) what were the names of the contractors which submitted statements of capacities; (c) what are the names of the aircraft submitted in the statements of capacities; (d) has the Boeing CH-47 Chinook been considered to be the only aircraft that met the mandatory capacity requirements prior to announcing the tender, and, if so, which other aircraft were considered before reaching the conclusion that the Boeing CH-47 Chinook was the only aircraft that met the mandatory capacity requirements; (e) if it has been established that the Boeing CH-47 Chinook was the only aircraft that met the mandatory capacity requirements, which criteria were used to make this decision; (f) when is the contract expected to be awarded; (g) what is the expected cost of this contract; (h) which companies gave presentations to the Department of National Defence and/or the Department of Public Works and Government Services in regards to medium to heavy lift helicopters before the announcement of the tender; (i) with which companies were the Department of National Defence and/or the Department of Public Works and Government Services in contact in regards to medium to heavy lift helicopters before the announcement of the tender; (j) where are the aircraft expected to be based; (k) will the decision on where to base the aircraft be dependant on the type of aircraft purchased; (l) have any officials from the Department of National Defence, the Department of Public Works and Government Services and/or the Canadian Forces requested a test flight of any of the proposed aircraft; (m) if test flights have been requested, which aircraft have or will be involved, and on which dates; (n) which product information handbooks did the government receive before the tender was announced; and (o) which product information handbooks has the government received since the tender was announced?

M-257 — December 1, 2006 — Mr. Marston (Hamilton East—Stoney Creek) — That, in the opinion of the House, the government should take all measures necessary to eliminate and ban public or private investment in extractive or other industries, Canadian or foreign, that operate in Burma until such time as the government removes all exclusionary bilateral measures on Burma.
M-258 — December 1, 2006 — Ms. Black (New Westminster—Coquitlam) — That, in the opinion of the House, the government should accept the nine recommendations made to the Minister of National Defence and the Chief of the Defence Staff by the National Defence and Canadian Forces Ombudsman in “Heroism Exposed: An Investigation into the Treatment of 1 Combat Engineer Regiment (CER) Kuwait Veterans (1991)”, calling upon the government to: (a) formally recognize the exemplary service of personnel of 1 CER in Kuwait; (b) review the medical files of all 1 CER members who served in Kuwait to ensure they reference the environment in that theatre; (c) create a hotline to resolve the concerns of 1 CER members who served in Kuwait; (d) ensure that it has the ongoing ability to produce complete and accurate lists of all personnel deployed on each mission; (e) put a form in the medical file of each deployed individual that would contain reference to every deployment in which that individual has served; (f) ensure that the medical file of each deployed individual contains reference to any environmental exposure he or she has sustained in the course of each deployment; (g) encourage individuals to file Declaration of Injury or Illness Forms to record environmental exposures; (h) review its current standard questionnaire with a view to better address occupational health issues; and (i) take concrete steps to build a culture of trust with respect to environmental exposure and the health of its personnel.
M-259 — December 1, 2006 — Mr. Turner (Halton) — That, in the opinion of the House, the Chief Electoral Officer should prepare a detailed report, with recommendations, regarding the provisions of the Canada Elections Act and the Income Tax Act with respect to the differences in the treatment of election candidates who are : (a) endorsed by a political party and those participating as independents; (b) incumbent Members of the House of Commons seeking re-election belonging to a party caucus and those participating as independents; and that within 90 days of the adoption of this motion this report be presented to the Speaker of the House of Commons for tabling in the House.
M-260 — December 1, 2006 — Mrs. Smith (Kildonan—St. Paul) — That, in the opinion of the House, the Prime Minister and government should affirmatively raise the issue of the continued detention or imprisonment in China of 16 individuals who have close family ties to Canada and to emphasize that Canadians would be more willing to strengthen existing ties between Canada and China if these individuals (namely, Mr. Huseyin Celil [whose wife and 4 children lives in Burlington]; Ms. Xin Huang [whose son lives in Toronto]; Ms. Yue Yao [whose husband lives in Calgary]; Ms. Xiaoli Huang [whose mother lives in Toronto]; Mr. Yiming Zhang [whose mother-in-law lives in Toronto]; Mr. Xinhui Yu [whose brother lives in Toronto]; Mr. Mingli Lin [whose brother lives in Toronto]; Mr. Chun Li [whose sister lives in Toronto]; Ms. Jiayu Xu [whose aunt lives in Vancouver]; Ms. Zihui Liang [whose sister lives in Vancouver]; Ms. Caimei Luo [whose daughter lives in Vancouver]; Ms. Yunhe Zhang [whose sister lives in Vancouver]; Mr. Fengjiang Tan [whose aunt lives in Toronto]; Ms. Fengying Tan [whose aunt lives in Toronto]; Mr. Jiang Weiping [whose wife and daughter live in Toronto]; and Ms. Jin Lin Huang [whose son lives in Nanaimo]) were reunited with their families in Canada.
