MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, May 30, 2006

The Standing Committee on Veterans Affairs met at 3:31 p.m. this day, in Room 112-N, Centre Block, the Chair, Rob Anders, presiding.

Members of the Committee present: Rob Anders, Roger Gaudet, Betty Hinton, Colin Mayes, Gilles-A. Perron, Anthony Rota, Bev Shipley, Brent St. Denis, Peter Stoffer, David Sweet, Hon. Robert Thibault and Roger Valley.

Acting Members present: Bruce Stanton for Betty Hinton.

In attendance: Library of Parliament: Michel Rossignol, Analyst.

Witnesses: Veterans Review and Appeal Board: Victor Marchand, Chair; Dale Sharkey, Director General.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of Gilles-A. Perron, it was agreed, — That during the questioning of witnesses the time allocated to each questioner be as follows: On the first round of questioning in the following order : Liberal, seven (7) minutes, Bloc Québécois, seven (7) minutes, NDP, five (5) minutes and Conservative, seven (7) minutes, on the second round of questioning, five (5) minutes per party in the following order: Liberal, Bloc Québécois, Conservative, Liberal, Conservative, NDP, Conservative, Bloc Québécois, Liberal, Conservative, Liberal, Conservative, Liberal and Conservative.

Robert Thibault moved, — That the Standing Committee on Veterans Affairs recommend that Parliament institute the practice of lowering the flag on the Peace Tower to half-mast following the death of a soldier or other Canadian Government personnel who is killed in the line of duty on foreign soil.

The Chair ruled the proposed motion inadmissible because it contravenes Standing Order 108(1).

Whereupon, Robert Thibault appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 5.

Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the Veterans Review and Appeal Board.

The witnesses made statements and answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
