The Standing Committee on Government Operations and Estimates met at 11:00 a.m. this day, in Room 308 West Block, the Vice-Chair, Paul Szabo, presiding.

 

Members of the Committee present: Ken Boshcoff, Marcel Gagnon, Diane Marleau, Russ Powers, Joe Preston, Francis Scarpaleggia, Paul Szabo, Louise Thibault and Randy White.

 

Acting Members present: Guy Lauzon for James Moore and Pierre Poilievre for Leon E. Benoit.

 

Other Members present: David Kilgour.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 

Witnesses: Office of the Information Commissioner of Canada: John M. Reid, Information Commissioner of Canada; J. Alan Leadbeater, Deputy Information Commissioner of Canada; Daniel Brunet, General Counsel.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

The Commissioner made an opening statement and, with Alan Leadbeater, answered questions.

 

It was agreed, — That the Committee invite the Privacy Commissioner to appear to respond to the remarks of the Information Commissioner or that she be invited to respond in writing .

 

It was agreed, — That the Committee invite officials from the Department of Justice to appear to discuss the concerns raised by the Information Commissioner.

 

At 12:16 p.m., the Committee adjourned to the call of the Chair.
