The Standing Committee on Official Languages met at 9:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Pablo Rodriguez, presiding.

 

Members of the Committee present: Françoise Boivin, Jean-Claude D'Amours, Marc Godbout, Yvon Godin, Guy Lauzon, Pierre Poilievre, Pablo Rodriguez, Andrew Scheer, Hon. Raymond Simard and Maurice Vellacott.

 

Acting Members present: Paule Brunelle for Guy André and Guy Côté for Stéphane Bergeron.

 

In attendance: Library of Parliament: Marion Ménard, Analyst.

 

Witnesses: University of Ottawa: Linda Cardinal, Professor, School of Political Studies; Martin Normand, Student, School of Political Studies. Statistics Canada: Réjean Lachapelle, Director, Demolinguistics Studies.

 
Pursuant to the Order of Reference of Wednesday, April 13, 2005, the Committee resumed consideration of Bill S-3, An Act to amend the Official Languages Act (promotion of English and French).
 

Linda Cardinal made a statement and answered questions.

 

At 9:55 a.m., the sitting was suspended.

At 9:59 a.m., the sitting resumed.

 

Réjean Lachapelle made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Marc Godbout moved, — That the Standing Committee on Official Languages report to the House of Commons as follows:

In light of the CBC/Radio-Canada lockout of its employees and considering

(a) that Minority Francophone Communities do not have or have only limited access to regional information in French,

(b) that in most instances Radio-Canada is the only channel which provides radio and television programming in French, and

(c) that these communities are fully entitled to regional French information services

This Committee recommends that the Minister of Canadian Heritage, the Minister of Labour and Housing and the Minister responsible for Official Languages take appropriate action to encourage a prompt resolution of this conflict.

Debate arose thereon.

 

On motion of Yvon Godin, it was agreed, — That the motion be amended by adding after the words “regional information” the following: “and cultural content”.

 

By unanimous consent, after debate, the question was put on the motion, as amended, and it was agreed to.

 

Yvon Godin moved, — That the Standing Committee on Official Languages invite the Minister of Canadian Heritage to appear and answer the members' questions on the impact the present Radio-Canada/CBC conflict is having on minority language communities.

Debate arose thereon.

 

On motion of Marc Godbout, it was agreed, — That the motion be amended by adding the words: “and on the Radio-Canada/CBC mandate with respect to official languages”.

 

By unanimous consent, after debate, the question was put on the motion, as amended, and it was agreed to.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
