The Standing Committee on Finance met at 11:10 a.m. this day, in Room 308 West Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Rona Ambrose, Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, John McKay, Maria Minna, Massimo Pacetti, Brian Pallister, Charlie Penson, Monte Solberg and Judy Wasylycia-Leis.

 

Acting Members present: Brian Fitzpatrick for Rona Ambrose, Richard Harris for Monte Solberg and Rob Merrifield for Brian Pallister.

 

In attendance: House of Commons: Joann Garbig, Legislative Clerk; Jean-François Lafleur, Legislative Clerk. Library of Parliament: June Dewetering, Principal; Alexandre Laurin, Analyst.

 

Appearing: Hon. John McKay, Parliamentary Secretary to the Minister of Finance.

 

Witnesses: Department of Finance: François Delorme, Director, Federal-Provincial Relations and Social Policy Branch; Sean Keenan, Chief and Senior Program Analyst, Federal-Provincial Relations Division and Social Policy Branch; George Marshall, Senior Policy Officer, Equalization and Policy Development, Federal-Provincial Relations Divisions; Clare Scullion, Senior General Counsel, Law Branch; Jason Won, Chief, TFF and Northern Policy Development, Federal-Provincial Development.

 

At 11:20 a.m., the committee proceeded in camera to the committee business.

 

At 12:12 p.m., the Committee proceeded to sit in public.

 
Pursuant to the Order of Reference of Wednesday, February 2, 2005, the Committee commenced consideration of Bill C-24, An Act to amend the Federal-Provincial Fiscal Arrangements Act and to make consequential amendments to other Acts (fiscal equalization payments to the provinces and funding to the territories).
 

The Parliamentary Secretary made a statement and answered questions.

 

At 12:33 p.m., the Committee adjourned to the call of the Chair.
