The Standing Committee on Aboriginal Affairs and Northern Development met at 9:05 a.m. this day, in Room 308 West Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: Hon. Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, Jim Prentice, Carol Skelton, David Smith and Roger Valley.

 

Acting Members present: Navdeep Bains for Lloyd St. Amand.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Appearing: Hon. Andy Scott, Minister of Indian Affairs and Northern Development.

 

Witnesses: Department of Indian Affairs and Northern Development : Caroline Davis, Assistant Deputy Minister, Corporate Services; Michael Horgan, Deputy Minister.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2004-2005: Votes 1, 5, 10, 15, L20, L25 and 30 under INDIAN AFFAIRS AND NORTHERN DEVELOPMENT; referred to the Committee on Friday, October 8, 2004.
 

The Chair called Vote 1 under DIAND Operating Expenditures.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

Pursuant to the notice of motion of 24 hours agreed on Tuesday, October 19, 2004, Pat Martin gave notice of the following motion:

That this Committee rejects approval for the $89,610,833.33 in Vote 1 intended for DIAND Operating Expanses, and that this money be applied to make up some of the $321.4 Million cut from programs intended to reduce poverty and improve social conditions

 

By unanimous consent, it was agreed, — That the Committee study the question of questioning of witnesses during its meeting of November 2, 2004..

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
