Pursuant to Standing Order 34(1), Mr. Caccia (Davenport) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the conference on the global partnership against the spread of weapons of mass destruction and materials of mass destruction, held in Strasbourg, France, on November 20 and 21, 2003. — Sessional Paper No. 8565-373-51-02.

Mr. Mitchell (Minister of Indian Affairs and Northern Development) laid upon the Table, — Notice of a Ways and Means motion to introduce an Act to give effect to a land claims and self-government agreement among the Tlicho, the Government of the Northwest Territories and the Government of Canada, to make related amendments to the Mackenzie Valley Resource Management Act and to make consequential amendments to other Acts. (Ways and Means Proceedings No. 8) — Sessional Paper No. 8570-373-10.

Mr. Byrne (Humber—St. Barbe—Baie Verte) , seconded by Mr. Price (Compton—Stanstead) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-398, An Act to amend the Food and Drugs Act (food labelling), be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Health, to report back to the House on or before September 30, 2004.”.
Debate arose thereon.
