Address in Reply to the Speech from the Throne
The House resumed consideration of the motion of Mr. Jobin (Lévis-et-Chutes-de-la-Chaudière) , seconded by Mrs. Redman (Kitchener Centre) , — That the following Address be presented to Her Excellency the Governor General:
To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Chancellor and Commander of the Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.
MAY IT PLEASE YOUR EXCELLENCY:
We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;
And of the amendment of Mr. Hill (Macleod) , seconded by Mrs. Wayne (Saint John) , — That the motion be amended by adding the following:
“and this House regrets that the Speech from the Throne is an advance copy of the Liberal Election Platform, filled with empty rhetoric and promises, that does nothing to address the very real problems facing Canadians.”;
And of the subamendment of Mr. Duceppe (Laurier—Sainte-Marie) , seconded by Ms. Picard (Drummond) , — That the amendment be amended by adding after the word “Canadians” the following:
“and that this House notes that the Speech from the Throne denies the existence of a Quebec nation and Quebec values and reiterates the federal government’s desire to intensify its intrusions into areas of jurisdiction exclusive to Quebec and the provinces.”.
The debate continued.
At 5:43 p.m., pursuant to Standing Order 50(5), the Speaker interrupted the proceedings.

At 6:16 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.
Mr. Hearn (St. John's West) , seconded by Mr. MacKay (Pictou—Antigonish—Guysborough) , moved, — That, in the opinion of this House, the government should take immediate action to extend custodial management over the Nose and Tail of the Grand Banks and of the Flemish Cap. (Private Members' Business M-136)
Debate arose thereon.
Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
Government Orders
At 7:16 p.m., pursuant to Order made Tuesday, February 3, 2004, the House resolved itself into a Committee of the Whole for the consideration of the following motion, — That this Committee take note of bovine spongiform encephalopathy. (Government Business No. 1)
