The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:28 p.m. this day, in Room 308 West Block, the Chair, David Kilgour, presiding.

 

Members of the Subcommittee present: Eleni Bakopanos, Stockwell Day, David Kilgour, Deepak Obhrai and Yves Rocheleau.

 

Acting Members present: Brian Masse for Svend Robinson and Bernard Patry for Keith Martin.

 

In attendance: Library of Parliament: James Lee, Analyst.

 

Witnesses: Canada Tibet Committee: Thubten Samdup, President. Carleton University: Brian J. Given, Professor of Sociology and Anthropology. Amnesty International (Canada): Carole Channer, China Country Coordinator. International Centre for Human Rights and Democratic Development: Iris Almeida, Director of Policy, Programmes and Planning; Lloyd Lipsett, Senior Assistant to the President; Carole Samdup, Program Officer.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on April 28, 2004, the Subcommittee commenced its study of Human Rights in China.
 

Thubten Samdup and Brian J. Given made statements.

 

At 3:50 p.m. the Subcommittee proceeded to discuss its future business.

 

On motion of Deepak Obhrai, it was agreed, — That the Subcommittee in relation to its study on human rights issues in China invite Tibetan human rights activist Ngawang Sangdrol to appear at the first opportunity.

 

Carole Channer and Iris Almeida made statements.

 

It was agreed, — That the document entitled Economic Dimensions of Autonomy and Rights to Development in Tibet, presented by the International Centre for Human Rights and Democratic Development, be appended to today’s Evidence.

 

It was agreed, — That the brief of the International Centre for Human Rights and Democratic Development presented by Iris Almedia, be appended to today’s Evidence.

 

Thubten Samdup, Carole Samdup, Iris Almeida, Brian J. Given and Carole Channer answered questions.

 

At 5:22 p.m. the Subcommittee proceeded to consider its future business.

 

Stockwell Day moved, — That, noting its motions of June 5, 2002, and February 26, 2003, the Subcommittee, pursuant to Standing order 108(2), continue its examination, begun in the Second Session of the 37th Parliament, of human rights and development issues in Sudan and recommend to the Standing Committee on Foreign Affairs and International Trade that a delegation of the Subcommittee travel to Sudan for the purpose of monitoring and reporting on any human rights violations taking place.

Debate arose thereon.

 

By unanimous consent, on motion of Bernard Patry, it was agreed, — That the motion be divided and considered as follows as two separate motions:

- That, noting its motions of June 5, 2002, and February 26, 2003, the Subcommittee, pursuant to Standing Order 108(2), continue its examination, begun in the Second Session of the 37th Parliament, of human rights and development issues in Sudan.

And

- That the Subcommittee recommend to the Standing Committee on Foreign Affairs and International Trade that a delegation of the Subcommittee travel to Sudan for the purpose of monitoring and reporting on any human rights violations taking place.

 

The Subcommittee commenced consideration of the first part of the motion of Stockwell Day, - That, noting its motions of June 5, 2002, and February 26, 2003, the Subcommittee, pursuant to Standing Order 108(2), continue its examination, begun in the Second Session of the 37th Parliament, of human rights and development issues in Sudan

 

It was agreed, — That the motion be amended by inserting after the word “Sudan” the following: “including the possibility of a delegation travelling to Sudan”.

 

The question was put on the motion, as amended, and it was agreed to
