Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McCallum (Minister of National Defence) , seconded by Mr. Coderre (Minister of Citizenship and Immigration) , Bill C-37, An Act to amend the Canadian Forces Superannuation Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Canadian Forces Superannuation Act and to make consequential amendments to other Acts”.

Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an Order for Return:

Q-187 — Mr. Duncan (Vancouver Island North) — Concerning Canada-Iraq trade, what is, on an annual basis, the value of trade between Canada and Iraq for the past 20 years with a breakdown by imports/exports and type of merchandise? — Sessional Paper No. 8555-372-187.


Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Foreign Affairs and International Trade:

Q-180 — Mr. Duncan (Vancouver Island North) – In the last five years, what is the breakdown of Canada-Iraq trade; specifically, what Canadian companies have done and are doing business with the Iraqi government?


Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Industry, Science and Technology:

Q-184 — Mr. Rajotte (Edmonton Southwest) – Concerning the regional economic development bodies (i.e. Western Economic Diversification Canada, Atlantic Canada Opportunities Agency, Federal Economic Development Initiative in Northern Ontario, and Canada Economic Development/Economic Development Agency of Canada for the Regions of Quebec) and the Community Futures Program since 1993: (a) what was the annual budget for each body; (b) what amount of the annual budget was for grants, loans and contributions broken down by province and territory; (c) what percentage of the grants, loans and contributions is repaid on an annual basis; (d) what percentage of the grants, loans and contribution is written off on an annual basis; (e) what are the top 50 annual write-offs for each body/program since 1993 (including the name of the company, province and the amount written off); and (f) who were the Ministers responsible since 1993 for each body or programme?


Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Government Operations and Estimates:

Q-186 — Mr. Ritz (Battlefords—Lloydminster) – Concerning contracts: (a) what is the total value of contracts made annually by the government since 1993 broken down by province and territory; (b) what is the total value of contracts made annually by department, agency, and/or crown corporation since 1993; (c) what are the top ten contracts in value for each year since 1993 (please provide the name of the recipient, location, and the value of the contract); (d) for the last five years, what are the top five lawsuits on an annual basis against the government over contractual disputes and what was each dispute about; and (e) for the last five years, what are the top ten contracts awarded to companies outside of Canada and what were those contracts for?


Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Environment and Sustainable Development:

Q-191 — Mr. Hill (Macleod) – What consultations are departments and agencies of the government currently conducting with environmental groups, environmental lobbyists, environmental stakeholders, non-governmental climate scientists, non-governmental energy experts, non-governmental industry experts and non-governmental agricultural experts regarding the implementation of the Kyoto Protocol; what environmental groups, lobbyists and stakeholders, non-governmental climate scientists, non-governmental energy experts, non-governmental industry experts and non-governmental agricultural experts are being consulted in this regard; what are the names and addresses of these consultants, and what are the particulars of any grants, payments and/or contracts awarded to them, including dates, amounts and types of funding?


Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Public Accounts:

Q-194 — Mr. Hill (Prince George—Peace River) – With respect to the Canadian Firearms Program, what is the total amount spent by each of the following departments and agencies since April 1, 1994 but not reimbursed by the Department of Justice: (a) Solicitor General; (b) Correctional Services; (c) Human Resources Development; (d) Office of the Information Commissioner; (e) Office of the Privacy Commissioner; (f) National Parole Board; (f) Department of Foreign Affairs and International Trade; (g) Public Works and Government Services Canada; (h) Canadian Customs and Revenue Agency; (i) Treasury Board Secretariat; and (j) Indian Affairs and Northern development?
