The Standing Committee on Justice and Human Rights met in camera at 10:02 a.m. this day, in Room 705 La Promenade Building, the Vice-Chair, John McKay, presiding.

 

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Hedy Fry, Marlene Jennings, Christian Jobin, Derek Lee, Paul Harold Macklin, Richard Marceau, Inky Mark, John McKay, Lorne Nystrom, Andy Scott, Kevin Sorenson and Vic Toews.

 

Acting Members present: Charles Hubbard for John McKay, Grant McNally for Chuck Cadman, Beth Phinney for Pat O'Brien and Alan Tonks for Sarmite Bulte.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 

Witnesses: National Child Exploitation Centre: Sylvie Bourassa-Muise, Sargeant, Unit manager.

 
Pursuant to the Order of Reference of Tuesday, April 1, 2003, the Committee resumed consideration of Bill C-20, An Act to amend the Criminal Code (protection of children and other vulnerable persons) and the Canada Evidence Act.
 

The witness made a statement and answered questions.

 
At 10:59 a.m., Andy Scott took the Chair.
 

At 12:00 p.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the questions and answers following the statement from the witness be made public.

 

It was agreed, — That the proposed operational budget of the Committee for its study of Bill C-46 in the amount of $13,000 be adopted and that the Chair present the said budget to the Subcommittee of the Liaison Committee.

 

It was agreed, — That the proposed budgets of the Subcommittee on Solicitation Laws in the amount of $402,596.15 be adopted and that the Chair present the said budgets to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, —That the Justice Minister of Taïwan be invited to meet with the Members of the Committee at 9:00 o'clock a.m. on Tuesday, October 28, 2003.

 

It was agreed, — That the clause-by-clause study of Bill C-23 take place on the week of October 27, 2003 starting on Tuesday, October 28, 2003 and be followed by the clause-by-clause study of Bills C-45 and C-46.

 

At 12:52 p.m., the sitting was suspended.

At 12:54 p.m., the sitting resumed in public.

 

Garry Breitkreuz moved, — That the Committee review the proposed Firearms Act Regulations currently tabled before both Houses of Parliament before the expiration of the thirty sitting days deadline as per section 118(4).

 

Marlene Jennings moved, — That the motion be amended by replacing the words “review the proposed Firearms Act Regulations currently tabled before both Houses of Parliament before the expiration of the thirty sitting days deadline as per section 118(4).” by “invite the Officials from the Solicitor General Office to give a briefing on the proposed Firearms Act Regulations on Thursday, October 23, 2003.”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

Garry Breitkreuz moved, — That the Committee examine the reasons why the government has refused to implement the Privacy Commissioner's recommendations with respect to the Firearms Interest Police (FIP) database.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 6.

 

At 1:14 p.m., the Committee adjourned to the call of the Chair.
