The Standing Committee on Justice and Human Rights met at 9:08 a.m. this day, in Room 701, La Promenade Building, the Chair, Hon. Andy Scott, presiding.

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Hon. Hedy Fry, Marlene Jennings, Derek Lee, Paul Harold Macklin, John Maloney, Richard Marceau, John McKay, Pat O'Brien, Joe Peschisolido, Hon. Andy Scott, Kevin Sorenson, Vic Toews.

Acting Members present: Karen Kraft Sloan for Irwin Cotler, Svend Robinson for Hon. Lorne Nystrom.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Kristen Douglas, analyst.

The Order of Reference dated Wednesday, June 4, 2003, being now read as follows:

ORDERED, -- That Bill C-205, An Act to amend the Statutory Instruments Act (disallowance procedure for statutory instruments) be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

Clause 1 carried.

The Title carried.

The Bill carried.

ORDERED, -- That the Chair report Bill C-205 to the House as the Fourth Report of the Committee.

At 9:10 a.m., the sitting was suspended.

At 9:14 a.m., the Committee proceeded to sit in camera.

Pursuant to Standing Order 108(2), the Committee resumes its study on marriage and the legal recognition of same-sex unions.

At 11:07 a.m., the sitting was suspended.

At 11:55 a.m., the sitting resumed.

The Committee resumed consideration of its study on marriage and the legal recognition of same-sex unions.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
