WAYS AND MEANS

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion to amend the Excise Tax Act. (Ways and Means Proceedings No. 2) -- Sessional Paper No. 8570- 371-2.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

DAILY ROUTINE OF BUSINESS

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-10, An Act respecting the national marine conservation areas of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting the national marine conservation areas of Canada''.

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Ms. McDonough (Halifax), seconded by Mr. Blaikie (Winnipeg -- Transcona), moved, -- That this House strike a special all-party committee to examine the merits of various models of proportional representation and other electoral reforms, with a view to recommending reforms that would combat the increasing regionalization of Canadian politics, and the declining turnout of Canadians in federal elections.

Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mr. Martin (Winnipeg Centre), moved the following amendment, -- That the motion be amended by adding after the word ``House'' the word ``immediately''.
