Introduction of Private Members' Bills

Pursuant to Standing Orders 68(1) and 69(2), on motion of Mr. White (North Vancouver) , seconded by Mr. Epp (Elk Island) , Bill C-427, An Act respecting the adjustment of credit card charges in cases where goods or services are not supplied or are defective, was read the first time and ordered for a second reading at the next sitting of the House.

The House resumed consideration of the motion of Mr. Cauchon (Minister of Justice) , seconded by Mr. Byrne (Minister of State (Atlantic Canada Opportunities Agency)) , — That the amendment made by the Senate to Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, be now read a second time and concurred in;

And of the amendment of Mr. Bellehumeur (Berthier--Montcalm) , seconded by Ms. Gagnon (Québec) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “the amendment made by the Senate to Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, be not now read a second time and concurred in, since it does not in any way take into consideration the distinct character of Quebec and the Quebec model for implementation of the Young Offenders Act.”.

The debate continued.
