The Standing Committee on Finance met in a televised session at 11:03 a.m. this day, in Room 237-C, Centre Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Carolyn Bennett, Maurizio Bevilacqua, Ken Epp, Roger Gallaway, Albina Guarnieri, Sophia Leung, Lorne Nystrom and Gary Pillitteri.

Acting Members present: Bernard Bigras for Yvan Loubier.

In attendance: From the Library of Parliament: Marc-André Pigeon and Blayne Haggart, Researchers.

Witnesses: From Green Budget Coalition: Robert Hornung, Climate Change Program Director, Pembina Institute; Barry Turner, Director, Governmental Affairs, Ducks Unlimited Canada; Angela Rickman, Deputy Director, Sierra Club of Canada. From National Round Table on the Environment and the Economy: Dr. Stuart Smith, Chair; David J. McGuinty, President and CEO, National Round Table on the Environment and the Economy. From Clean Air Renewable Energy Coalition: Robert Hornung, Climate Change Program Director, Pembina Institute; Marlie Burtt, Director, Tax, Suncor Energy Inc.. As Individual: Philippe Crabbé, Director, Research Institute on the Environment and the Economy, University of Ottawa and Dr. Ross McKitrick, Assistant Professor, Department of Economics, University of Guelph.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the subject of green economics (See Minutes of Proceedings of Wednesday, April 25, 2001, Meeting No. 13).

Barry Turner, Angela Rickman, Robert Hornung, David McGuinty, Stuart Smith, Philippe Crabbé and Ross McKitrick made statements and with the other witnesses, answered questions.

At 1:14 p.m., the Committee adjourned to the call of the Chair.
