Meeting No. 47

Thursday, November 29, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:12 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Graham, John Harvard, Marlene Jennings, Francine Lalonde, Keith Martin, Pat O'Brien, Bernard Patry.

Acting Members present: Mac Harb for Hon. George Baker; Wayne Easter for Stan Keyes.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Witnesses: From the Center for Strategic and International Studies (Washington, D.C.): Charles F. Doran, Senior Associate and Director of the Centre for Canadian Studies. From the University of Calgary: Stephen Randall, Dean of the Faculty of Social Sciences, University of Calgary. From the Canadian Institute of Strategic Studies: David Rudd, Executive Director. From Carleton University: Martin Rudner, President, Canadian Association for Security and Intelligence Studies. From the University of Toronto: Wesley Wark, Professor, International Relations Programme.

Pursuant to Standing Order 108(2), the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting no. 31).

Charles F. Doran and Stephen Randall each made an opening statement and answered questions.

At 9:30 a.m., pursuant to the Order of Reference of November 22, 2001 to the Sub-committee on Trade, Trade Disputes and Investment, Mac Harb presented the Sixth Report of the Sub-committee which is as follows:

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade has the honour to present its

SIXTH REPORT

In accordance with its Order of Reference of Thursday, November 22, 2001, your Sub-committee has considered Bill C-41, An Act to amend the Canadian Commercial Corporation Act, and agreed on Wednesday, November 28, 2001, to report it without amendment.

A copy of the relevant Minutes of Proceedings (Meeting No. 16) is tabled.

John Harvard moved, -- That the Sixth Report of the Sub-committee on Trade, Trade Disputes and Investment on Bill C-41, An Act to amend the Canadian Commercial Corporation Act, reported without amendments, be adopted as the Fourteenth Report of the Committee and that the Bill be reported to the House without amendments by the Chair or his designate.

The question was put on the motion and it was by a show of hands agreed to:

YEAS – 8

NAYS – 1

Ordered, --That Bill C-41, An Act to amend the Canadian Commercial Corporation Act, be reported, without amendments, to the House.

At 9:35 a.m., the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges.

At 10:00 a.m., Jean Augustine took the Chair.

At 10:40 a.m., the sitting was suspended.

At 10:48 a.m., the sitting resumed, Bill Graham in the Chair.

David Rudd, Wesley Wark and Martin Rudner each made an opening statement and with Charles Doran answered questions.

At 11:54 a.m., the Committee discussed its future business.

By unanimous consent, it was agreed, --That the Committee hold a briefing session on Thursday, December 6, 2001 on the World Trade Organization Conference in Doha, Qatar with officials from the appropriate departments as witnesses.

By unanimous consent, it was agreed, --That the Committee host a luncheon on Monday, December 10, 2001 for the Ambassador of Canada to the United States in the context of its study on North American Integration and Canada's Role in the Light of New Security Challenges.

At 11:55 a.m., the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges.

At 12:03 p.m., the Committee adjourned to the call of the Chair.
