Meeting No. 38

Thursday, November 1st, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:15 a.m. this day, in Room 371, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Graham, Marlene Jennings, Francine Lalonde, Diane Marleau, Pat O'Brien, Brian Pallister, Bernard Patry, Svend Robinson.

Acting Members present: Mac Harb for Hon. George Baker.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

Witnesses: From the Citizenship and Immigration Canada: Joan Atkinson, Assistant Deputy Minister, Policy and Program Development; Claudette Deschênes, Director General, Case Management. From the American Association of Jurists: William Sloan, President.

Pursuant to its Order of Reference of Tuesday, October 23, 2001, the Committee resumed consideration of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act (See Minutes of Proceedings, Tuesday, October 30, 2001, Meeting No. 37).

On Clause 1

Joan Atkinson and William Sloan each made an opening statement and, with Claudette Deschênes, answered questions.

At 9:28 a.m., by unanimous consent, the Committee discussed the work of the Sub-committee on International Trade, Trade Disputes and Investement.

It was agreed, --That the Sub-committee undertake studies on matters  concerning the Canadian steel industry and recent developments in the softwood lumber dispute between Canada and the United States.

The Committee resumed consideration of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act and Clause 1.

At 10:42 a.m., Jean Augustine took the Chair.

At 10:45 a.m., Bill Graham took the Chair.

At 11:00 a.m., the Committee discussed its future business.

It was agreed, --That the Minister of Foreign Affairs be invited to appear on Tuesday afternoon November 6, 2001 and that from 3:30 p.m. to 4:30 p.m., the Order of Reference be Bill C-35, An Act to amend the Foreign Missions and International Organizations Act, and from 4:15 p.m. to 5:30 p.m. the Order of Reference be international developments since September 11, 2001.

It was agreed, --That, notwithstanding the Order of the Committee of October 25, 2001, the last hearing of witnesses for Bill C-35 take place on the morning of November 6 to be followed by clause-by-clause study the morning of November 8, 2001.

At 11:05 a.m., the Committee adjourned to the call of the Chair.
