Tuesday, October 30, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:15 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Rick Casson, Bill Graham, Marlene Jennings, Francine Lalonde, Diane Marleau, Brian Pallister, Pierre Paquette, Bernard Patry, Svend Robinson.

Acting Member present: Mac Harb for Hon. George Baker.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

Witnesses: From the Department of Foreign Affairs and International Trade: Colleen Swords, Deputy Legal Adviser and Director General, Legal Affairs Bureau; Keith M. Morrill, Deputy Director, United Nations, Criminal and Treaty Law Division. From the Solicitor General Canada: Paul E. Kennedy, Senior Assistant Deputy Solicitor General, Policing and Security Branch; Dwight MacCallum, Assistant Commissioner, International Liaison and Protective Operations, RCMP; Marian Harymann, Senior Policy Analyst, Policing Policy Division.

Mac Harb presented the Third Report of the Sub-Committee on Trade, Trade Disputes and Investment which is as follows:

THIRD REPORT

In accordance with its mandate under Standing Order 108(2), your Sub-committee has considered the issue of the Sugar Industry and has agreed to report the following:

The Sub-committee wishes to highlight the specific concerns of Canada’s sugar industry and asks that their interests be taken into account in any future trade negotiations involving Canada.

The Sub-committee encourages the Government to continue its three-pronged approach in resolving trade irritants, (bilateral, regional and multilateral).

A copy of the relevant Minutes of Proceedings (Meeting No. 13) is tabled.

It was agreed, --That the Report be adopted as the Tenth Report of the Committee and that the Chair present it to the House.

The Order of Reference dated Tuesday, October 23, 2001, being now read as follows:

ORDERED, -- That Bill C-35, An Act to amend the Foreign Missions and International Organizations Act be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The Chair called Clause 1.

Colleen Swords made an opening statement and, with Keith M. Morrill, Paul E. Kennedy and Dwight MacCallum, answered questions.

At 10:11 a.m., Jean Augustine took the Chair.

At 10:14 a.m., Bill Graham took the Chair.

It was agreed, --That witness recommendations for the Committee study of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act, be forwarded to the Clerk by no later than noon, Wednesday, October 31, 2001.

At 11:18 a.m., the Committee adjourned to the call of the Chair.
