Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

NAMING OF A MEMBER

The Speaker named Ms. Tremblay (Rimouski -- Mitis) for disregarding the authority of the Chair and, pursuant to Standing Order 11(1)(a), ordered the honourable Member to withdraw from the House for the remainder of today's sitting.

Whereupon, the honourable Member withdrew from the House.

Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- Nos. 362-0674, 362-0675, 362-0680 and 362-0689 concerning child poverty. -- Sessional Paper No. 8545-362-16-11;

Presenting Reports from Inter-parliamentary Delegations

By unanimous consent, Mrs. Ur (Lambton -- Kent -- Middlesex) presented the Report of the Canada-Taiwan Parliamentary Friendship Group respecting its visit to Taiwan from January 9 to 15, 2000. -- Sessional Paper No. 8565-362-64-02.

Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 24th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Member be added to the list of Associate Members of the Standing Committee on Natural Resources and Government Operations:

Mr. Graham (Toronto Centre -- Rosedale), from the Standing Committee on Foreign Affairs and International Trade, presented the Fourth Report of the Committee (Human rights in Burma). -- Sessional Paper No. 8510-362-40.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 17, 18 and 34) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Jordan (Leeds -- Grenville), seconded by Ms. Jennings (Notre- Dame-de-Grâce -- Lachine), Bill C-469, An Act to develop and provide for the publication of measures to inform Canadians about the health and well-being of people, communities and ecosystems in Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bigras (Rosemont), seconded by Ms. St-Hilaire (Longueuil), Bill C-470, An Act to amend the Broadcasting Act (reduction of violence in television broadcasts), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That the 24th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

QUESTIONS ON ORDER PAPER

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-79 on the Order Paper.

NOTICES OF MOTIONS FOR THE PRODUCTION OF PAPERS

Notice of Motion for the Production of Papers P-2 was called pursuant to Standing Order 97(1) and was transferred by the Clerk to "Notices of Motions (Papers)".

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-22, An Act to facilitate combatting the laundering of proceeds of crime, to establish the Financial Transactions and Reports Analysis Centre of Canada and to amend and repeal certain Acts in consequence.

Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Goodale (Minister of Natural Resources), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the consideration at report stage of Bill C-276, An Act to amend the Competition Act, 1998 (negative option marketing), as reported by the Standing Committee on Industry with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 1.

Mr. Brien (Témiscamingue), seconded by Mr. Bellehumeur (Berthier -- Montcalm), moved Motion No. 1, -- That Bill C-276, in Clause 1, be amended by adding after line 29 on page 2 the following:

      "(2.1) Subsection (1) does not apply in the province of Quebec to an enterprise that provides or sells a new service in Quebec."

Debate arose on Motion No. 1.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

PROCEEDINGS ON ADJOURNMENT MOTION

At 6:30 p.m., pursuant to Standing Order 38(1), the question "That this House do now adjourn" was deemed to have been proposed.

After debate, the question was deemed to have been adopted.

ADJOURNMENT

At 6:44 p.m., the Speaker adjourned the House until tomorrow at 10:00 a.m., pursuant to Standing Order 24(1).
